MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, OCTOBER 3, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke; Commissioner
Tom DeWolf was out of the office. Also present were David Givans and Anna
Johnson, Commissioners' Office; Joe Studer, County Forester; Teresa Hogue,
Extension/4-H; and Don Webber, Emergency Services. Also present were Bill
Penhollow and Eric Schmidt of the Association of Oregon Counties; and media
representatives Chris Barker of The Bulletin and Molly Graham of News Channel
21. .
The meeting began at 1: 30 p.m.
1. Discussion regarding FEMA Mitigation Plan Pre -approval.
Teresa Hogue gave an overview of the plan, which has been reviewed twice by
FEMA. The time line for funding is December 16. Completion of the plan will
allow for the pursuit of other FEMA dollars. It is a plus if there is a partnership,
such as one with Crook County, when applying for funding.
She stated that the community and natural conditions that exist in the area could
result in a number of disasters. These are primarily wildfire, severe winter
storms, volcanic eruption, earthquake, and flooding/dam breach. The
mitigation plan details the area's vulnerabilities.
A mitigation committee will need to be established that will keep the plan
current. Joe Stutler added that the services of a grant writer will be needed to
get the program going. Ms. Hogue stated that she will come back to the Board
for final approval once FEMA has done its final review.

2. Communications Update.
Anna Johnson advised that the PSU program will cost more in the future
because of rising transportation cost. The program will begin in November.
New Horizons will be offering business skills and computer training classes.
She is working on the schedule now.
Ms. Johnson is currently working on a policy for County employees to follow
regarding media contacts.
The grand opening of the Justice Center Building is scheduled for October 20
and 21.
3. Project Update.
Susan Ross was out of the office, so no update was available.
4. Property Management Update.
Ms. Ross was out of the office, so no update was done.
5. Discussion of Economic Development Grant Requests:
No grants were reviewed.
Being no further items addressed, the meeting adjourned at 2:05 p.m.
