DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, MAY 115, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly, Tom De Wolf and Dennis R. Luke.
Also present were Mike Maier, County Administrator; and Timm Schirnke, Solid
Waste Department. Also present were several representatives of local hauling and
recycling firms and a representative of the Oregon Department of Environmental
Quality. No representatives of the media were present.
The meeting began at 2:15 p.m.
A copy of the agenda is attached for reference. The group also addressed closing
the Alpha transfer station; the Board will consider this possibility.
The Board asked Mr. Schimke to do more research on SB 740.
He is also to check with Susan Ross regarding moving the boiler tank from the
Courthouse to Knott Landfill.
No formal Board action was taken.
Being no further items addressed, the meeting adjourned at 3: 00 p.m.

1. Flow control agreement with City of Redmond
2. Request for support for SB740 — electronics product stewardship
• Establishes advanced recycling fee collected at point of purchase;
0 $6 for flat screen monitors, $8 for no -flat screen, $10 for Televisions
0 Retailers can reimburse back to consumer with a take back program
• DEQ to provide education, and contract with a company to manage the
program
• Managing company to let contracts/grants to collector, transporters,
recyclers, and processors
• Bill contains provisions for repeal if a national program of equal or greater
benefit is implemented
• Bill contains provisions for periodic assessment of the adequacy of the
proposed fees.
