Daly and Dennis R. Luke. Also present were Anna Johnson, Commissioners' Office; Dan Peddycord, Health Department, Tom Blust, Road Department, Scott Johnson, Mental Health Department; Laurie Craghead and Mark Pilliod, Legal Counsel; and Chris Barker of The Bulletin. No other citizens were present. The meeting began at 1: 30 p. m. 1. Communications Update. Anna Johnson advised that the United Way program would be starting soon. Ms. Johnson said that the second annual disaster preparedness event is scheduled for Saturday, September 24 in the Deschutes Services Building parking lot. Presenters will include the American Red Cross and local responders. The employee newsletter is being drafted. 2. Project Update. Susan Ross said that the St. Vincent DePaul property's taxes were current through 1997. The property owner died in 1998. The total tax due is $540, but it will cost $1,700 to redeem due to penalties. The real market value is set at $14,800.The estate would like to redeem the property; Legal Counsel has the appropriate documentation. Ms. Ross advised the Board that in regard to the County contributing 1% of sale funds to the Historical Society, this was for one year only, and it was a portion of the net distribution. This occurred a total of four times over the years, the latest being in 1991. Regarding the La Pine Center, some departments have moved in. Minor remodeling should be done in about four or five weeks. The Veterans' Memorial Park at the Courthouse will be dedicated on Veterans' Day after the parade, around noon. 3. Discussion of Economic Development Grant Requests: • Caldera ARTS Discovery at Sisters Middle School - $2,000 (Commissioner DeWolf) • High Desert Museum, "The Nature of Words" Event - $1,500 ($500 from each Commissioner) • Project Wildfire, Website Project - $3,785 (Commissioner Luke) 4. Discussion of HTE Conversion. Marty Wynne said that HTE is due for a conversion, as the existing program was obtained seven years ago and is outdated. The cost is $140,000, but will save $30,000 in maintenance costs. The new system will be much more user friendly. LUKE: Move approval. DALY: Second. VOTE: LUKE: Yes. DALY: Yes. Laurie Craghead gave an overview of the proposed vacation. Commissioner Luke expressed concern about leaving access for a future road. DALY: Move approval of signature of Resolution No. 2005-094. Yes. DEWOLF: Chair votes yes. Discussion regarding ABHA Children's Care Issues. Scott Johnson explained that regarding ABHA and Medicaid claims, managed care is to assume responsibility. ABHA's attorney is working on the appropriate language; the proposed start date is October 1. Trillium and Cascade Child Care are the primary providers. Commissioner Daly, as a member of the ABHA Board, is to sign documents on September 29.. Mr. Johnson added that there is a larger force at work in this situation, as it is following a federal process. Other Items. Dan Peddycord said that there should be at least two attendees present at the St. Charles Medical Center Foundation's annual fundraising dinner this year, since SCMC is a major sponsor of local health programs. The tickets cost $100 each. DEWOLF: Move that up to four tickets be paid through economic development grant funds. DALY: Second. Commissioner Daly stated that Powdr Corporation, the ski operator at Mt. Bachelor, wants to put in a water park at the Fairgrounds, and would like to keep the concessions. The existing concession agreement has six more years to go, and the concessionaire will give up the water park portion if the agreement is extended for another ten years, and the Fairgrounds will provide specific improvements. The Fair Board voted to allow Dan Despotopulos to proceed, but Commissioner Daly objected, indicating that sixteen years is too long to have a contract in place. Commissioner Luke asked if the Fair Board has the authority to authorize that lengthy of a contract. Mark Pilliod stated he would investigate it. Commissioner DeWolf added that he would like clarification on the benefits that would be gained from having the water park. Commissioner Daly said that the concessions situation should be analyzed. Commissioner Luke stated he would talk about it with Mr. Despotopulos.
