Daly, Tom De Wolf and Dennis R. Luke. Also present were Mike Maier, County Administrator; Anna Johnson, Commissioners' Office; and Becky Wanless and Terry Chubb, Parole & Probation Department. No representatives of the media or other citizens were present. The meeting began at 9:00 a.m. The items discussed are listed on the attached agenda. The Board approved the lead position for Olga Chapman as discussed. Mike Maier authorized a new substance abuse evaluation fee. The Board approved renewal of rates with HCC Life/Administrators West (through Personnel). Olga's lead responsibilities would include providing oversight to our support staff and being the "go to" person for them. While Deborah Feffer, Administrative Supervisor, technically supervises our support staff, other demands of her position leave her little time to devote to front office staff. Previously we had a lead in the front office; however, when that employee was promoted to another position, we did not assign another staff lead duties. Olga has been employed by our department since 2/2/98. She began her employment with us as a support staff in the front office. Since last year, she has been classified as a Parole and Probation Specialist. There are two other Specialists in our department; one operates our electronic monitoring program and the other operates our day reporting program. Neither have the necessary skills to act as a lead for support staff. Olga currently earns $18.2420 per hour (Range 18A/Step 4). Lead pay of 5% would translate into a 91 cents per hour increase or approximately $1885 per year. We would make Olga's additional pay/responsibilities effective August 1, 2005. Our department currently numbers 33. This evaluation will be used in cases where an offender has a supervision condition to undergo a substance abuse evaluation and complete any treatment recommended. The offender will complete the evaluation and their supervising officer will "score" the examination.
