The purpose of my memo is to request lead pay for Olga Chapman, Parole and
Probation Specialist. Olga's lead responsibilities would include providing
oversight to our support staff and being the "go to" person for them. While
Deborah Feffer, Administrative Supervisor, technically supervises our support
staff, other demands of her position leave her little time to devote to front office
staff. Previously we had a lead in the front office; however, when that employee
was promoted to another position, we did not assign another staff lead duties.
Olga has been employed by our department since 2/2/98. She began her
employment with us as a support staff in the front office. Since last year, she has
been classified as a Parole and Probation Specialist. There are two other
Specialists in our department; one operates our electronic monitoring program
and the other operates our day reporting program. Neither have the necessary
skills to act as a lead for support staff.
Olga currently earns $18.2420 per hour (Range 18A/Step 4). Lead pay of 5%
would translate into a 91 cents per hour increase or approximately $1885 per
year. We would make Olga's additional pay/responsibilities effective August 1,
2005.
Our department currently numbers 33. We have one director, three supervisors
and one other staff earning lead pay.

RE: Substance Abuse Evaluation Fee

Becky Jackson, Director
Parole and Probation is requesting permission to begin charging offenders a $15
one time fee for completion of a substance abuse evaluation called SASSI
(Substance Abuse Subtle Screening Index).
This evaluation will be used in cases where an offender has a supervision
condition to undergo a substance abuse evaluation and complete any treatment
recommended. The offender will complete the evaluation and their supervising
officer will "score" the examination. This fee follows our department philosophy
of requiring offenders to provide financial remuneration, even a token amount, for
the services that they receive.
