MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, DECEMBER 5, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke. Also present were
Mike Maier, County Administrator; Mark Pilliod, Chris Bell and Mark Amberg, Legal
Counsel; Anna Johnson, Commissioners' Office; Tom Anderson, Catherine Morrow
and Devin Hearing, Community Development Department; and media representatives
Lily Raff and Richard Coe of The Bulletin. No other citizens were present.
The meeting began at 2:15 p. m., following an executive session.
1. Discussion regarding Potential Litigation.
Following an executive session and discussion regarding a request to review an
appeal regarding Thornburgh Destination, the following action was taken.
LUKE: Move that the Board decline review of an appeal regarding
Thornburgh, because a hearing will be held and will be full de novo.
DALY: Second.
VOTE: LUKE: Yes.
DALY: Vice Chair votes yes.
The group then discussed how to conduct the hearing; i.e. whether time for
testimony should be limited and, if so, what should be allowed. It was
determined that the applicant will have a total of a half-hour, including closing
statements, and all others will be limited to five minutes each, or as the Board
decides. This time will not include the time used to answer questions brought
forth from the Board.

2. Project Update
None was given at this time.
3. Communications Update.
Anna Johnson stated that the Citizen Update would be in newspapers in
December.
Commissioner Luke asked that all Commission on Children & Families articles
in the Inside Deschutes County video newsmagazines be consolidated for the
Board of the Commission on Children & Families to use. The cost will be
approximately $40.
Being no further items addressed, the meeting adjourned at 3:05 p.m.
