MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, DECEMBER 12, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke. Also present were
Mike Maier, County Administrator; David Givans and Anna Johnson,
Commissioners' Office; and, for part of the meeting, Mike Viegas of Risk
Management. Also present was Lily Raff of The Bulletin. No other citizens were in
attendance.
The meeting began at 8:30 a.m.
1. Discussion regarding OSHA Inspections and Results.
Mike Viegas gave an OSHA update, focusing on four incidents/issues:
1) Self-insured Status - Over 7-1/2 hours of review was conducted by
OSHA representatives. No corrective action or citations were
indicated.
2) The Jail - An advisory paper was issued. The primary concerns were
the use of masks, and goggles vs. safety glasses. Rules for the use of
these items have changed and orientation on the use and fitting is
required.
3) Solid Waste Department - On December 3, a complaint was lodged
regarding medical waste found at the landfill; the waste was not marked
as hazardous. The origin of the waste was St. Charles Medical Center.
This situation has been addressed and corrected.
4) Solid Waste Department - A disabling injury, a "slip and fall" resulting
in a strain, meant an employee was unable to work for a few days.
The total proposed penalty to the County for the above incidents is $420.

2. Project Update.
There was no project update given at this time.
3. Economic Development Grant Request.
The High School Rodeo Association has asked for funding in the amount of
$2,000. Commissioner Daly agreed to provide this grant.
4. Communications Update.
Anna Johnson advised that the Citizen Update would be distributed in the near
future.
Being no further items addressed, the meeting adjourned at 9:05 p.m.
