BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Declaring Certain Personal
Property Surplus and Directing RESOLUTION NO. 2006-003
Disposition.
WHEREAS, certain personal property described as a Engine and Emissions Testing Scope
owned by the County Road Department, is no longer needed by Deschutes County; and
WHEREAS, the Board of County Commissioners finds it to be in the public interest to transfer
the equipment herein described to Central Oregon Community College, a non-profit organization
serving the residents of Deschutes County; and
WHEREAS, Central Oregon Community College will make use of this donation in their
Automotive Technologies Department; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. That the equipment described as a Engine and Emissions Testing Scope, Asset
No. 2759 and Serial No. L2040, is hereby declared to be surplus property of Deschutes County.
Section 2. That the equipment declared surplus herein be donated to Central Oregon
Community College.
Section 3. This resolution shall take effect immediately upon its adoption and signing by the
Board of County Commissioners.

In our automotive repair division we have an engine and emissions testing scope that was
purchased in 1991. We have not used the scope for several years, it is outdated and we
are unable to upgrade it to current technologies, however it can still perform basic
functions and has a salvage value under $500.00
We currently use a Snap -on MODIS laptop computer system for on -board monitoring
and diagnostic system testing. The MODIS is updated twice a year.
In the past we have worked with the Central Oregon Community College Automotive
Technology Department by sharing resources for training and education. You will
remember that a few years ago they used our facility for heavy truck classes that we also
benefited from. It is because of this relationship that I'm requesting we donate our Allen
scope to the college for their automotive training curriculum.
REQUESTED ACTION
I'm requesting that the Board of County Commisioners declare the Allen testing
equipment as surplus property by resolution. I will then prepare the necessary forms as
per our capital asset disposal and transfer policy #2003-098.

CAPITAL ASSET DISPOSAL AND TRANSFER POLICY
Background
For budgeting purposes, Deschutes County defines a capital asset as real or personal property
with an estimated useful life of more than twelve months and an acquisition cost of $1,500 or
more. For internal control purposes, capital assets also include theft sensitive items. Theft
sensitive items include camcorders, digital cameras, copiers, laser printers, televisionNCR
combinations, televisions, computers, computer terminals, weapons, handguns, GPS systems,
PDAs, flat bed scanners, external backup drives, communications hubs, and radios.
All capital assets are assigned an asset number and, if possible, a bar-coded asset tag is affixed to
the capital asset. Asset tags are not affixed to certain assets such as vehicles, machinery and
equipment, weapons, and communication radios.
Policy
A capital asset disposal/transfer form must be completed when a capital asset is disposed of,
taken out of service, or transferred to another location or department. The department initiating
the disposal, removal from service or transfer is responsible for completing and submitting the
disposal/transfer form.
The purpose of this policy is to have a system for tracking disposals and transfers of County
property. This information will assist in the County's responsibility of maintaining a complete
and accurate perpetual capital asset database.

Disposal/Transfer Form
Disposals:
The following information is required for disposal of all capital assets:
1. Sections 1 through 7 of the disposal/transfer form shall be completed. The signed form shall
be forwarded to the Finance Department.
Transfers:
The following information is required for transfers of all capital assets:
1. Sections 1 through 3, and Sections 8 and 9 of the disposal/transfer form shall be completed.
The signed form shall be forwarded to the Finance Department.
This Policy No. P-2003-098, the establishment of a capital asset disposal and transfer policy,
shall become effective upon signature.
