OREGON ACTING AS THE GOVERNING BODY OF
THE SUNRIVER SERVICE DISTRICT
An Ordinance Pursuant to ORS 190.085
Ratifying the Addition of Sunriver
Service District to Central
Oregon Law Enforcement Services
(COLES) and Declaring an Emergency.
ORDINANCE NO. SSD2006-001
WHEREAS, ORS 190.085 requires local governments to enact ordinances ratifying the
creation of intergovernmental entities through intergovernmental agreements prior to the
effective date of the agreement; and
WHEREAS, the Counties of Deschutes, Crook, and Jefferson, the cities of Bend,
Prineville, Madras, and Redmond, the Black Butte Ranch Service District in 1999 established an
intergovernmental entity known as the Central Oregon Law Enforcement Services (COLES) to
effectively and efficiently provide coordinated responses to community law enforcement issues
within Central Oregon; and
WHEREAS, it is the intent of the Board of County Commissioners of Deschutes County
acting as the governing body for the Sunriver Service District to join the intergovernmental
entity known as Central Oregon Law Enforcement Services (COLES) by an amended
intergovernmental agreement; and
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
ACTING AS THE GOVERNING BODY FOR THE SUNRIVER SERVICE DISTRICT,
OREGON ORDAINS as follows:
Section 1. Pursuant to ORS 190.085, the Board of County Commissioners of
Deschutes County, acting as the governing body for the Sunriver Service District ratifies the
Sunriver Service District membership in the intergovernmental entity known as Central Oregon
Law Enforcement Services (COLES)

Section 2. EMERGENCY. This Ordinance being necessary for the immediate
preservation of the public peace, health and safety, an emergency is declared to exist, and this
ordinance takes effect upon its passage.
