MINUTES OF SPECIAL MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, NOVEMBER 22, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke. Also present
were Anna Johnson and Judith Ure, Commissioners' Office; Ken Harms, Risk
Management; Rhonda Connor, Personnel; Dave Peterson, Information
Technology; Sheriff Les Stiles; Marty Wynne, Finance/Treasurer; media
representatives Barney Lerten and Mollie Graham and one other person from
News Channel 21, and Chris Barker of The Bulletin; and eight other citizens.
The purpose of the meeting was to interview three candidates who would like to
complete the unfulfilled term of previous Commissioner Tom DeWolf, position
#3. The three candidates were selected by the local Republic Central Committee:
Bev Clarno
Scott Waters
Tammy Baney
The meeting began at 9:00 a. m.
Each candidate gave an opening statement; then replied to questions from the
Commissioners regarding the County budget, the number of employees at the
County, their opinion of the most important issues affecting the area, and
whether home rules is a good idea.
The candidates also fielded questions regarding how to handle declining
funding from state and federal sources, how government contracts should be
handled, the need for a jail expansion, the Sheriff's funding levy, interaction
with other agencies and, finally, why each candidate feels he or she would be
the best choice.

The Commissioners thanked the candidates for their willingness to serve, and
said that they will attempt to make a decision by November 30. They also
indicated they would appreciate receiving e-mails or letters from citizens
regarding the candidates.
The complete interviews are available in audio form from the Commissioners'
Office upon request.
Being no further discussion, the meeting ended at 10:25 a.m.
