An Order Approving the Annual Work Plan
of the Four Rivers Vector Control District
ORDER NO. 2006-034
Whereas, Four Rivers Vector Control District (District) is required by law to prepare an annual work
plan and submit same to the Board of County Commissioners for its approval; and
Whereas, The substances referred to in the work plan include pesticides which require certain
approvals and permits from the Oregon Department of Fish and Wildlife and the Oregon Health
Department, which approvals are pending but not yet obtained; and
Whereas, The board of the District has prepared such a plan and presented it to the Board for
approval; now, therefore
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDERS as follows:
Section 1. The "2006 Vector Control Pesticide Use Plan" prepared by the Four Rivers Vector
Control District is hereby approved and adopted as an official plan.
Section 2. County approval is subject to the condition that the District timely apply for and
obtain any and all required approvals or permits from the Oregon Department of Fish and Wildlife and
the Oregon Health Department for the use of those substances set forth in the Plan referred to in
Section 1 of this Order.

Changes to our treatment plan for 2006:
We are adding Permanone 31-66 to our control agent list. If we use it at all it will be to replace
the Scourge product, so it will not actually add to our total adulticide use.
Our pesticide use projections are based on what we believe would be used in the worst-case
scenario.
District public notification plan:
We will provide public service announcements on a minimum of two radio stations and
in the local newspaper prior to aerial larvicide drops, and before our adult fogging
season begins. As far as we know we have no non-English-speaking people residing in
our district. We have been treating mosquitoes in all of our neighborhoods for many
years. The vast majority of the population is well aware of what we are doing, and
support our efforts to the fullest. New people and visitors usually ask their neighbors
about us, and those concerned then call us. Our phone number is in the directory

Sensitive areas and species:
We consider our entire treatment area sensitive, as it all drains into the Deschutes
River. Also, the entire area of treatment is in residential and recreation areas, with
abundant Human and wildlife habitation. We do have residents that have conditions
which require notice before each adult fog run. We have four osprey nests that we
avoid disturbing. We walk through marches with nesting birds, so we take pains not to
disturb them or walk on their eggs.

Surveillance for impacts on non-target species:
We instruct our employees to be observant and note any carcasses of none target
species. We have not observed any detrimental effects to the population of any non
target specie due to our control program.
Educational Activities of the district
We give informal talks at local neighborhood community centers, and are invited to talk
at other local events and some real estate office meetings. We interview on radio and
TV several times each season, and use that for education for all of Central Oregon. We
stop door to door as we see open containers and tires lying about. We encourage local
road districts to keep their ditching systems from pooling up. We encourage the county
to require people to fill in septic system test holes. We do not have any schedule of
events for this season. Events will be scheduled in as the year progresses.

Surveillance Methods: Collecting by dip cup
Treatment Threshold: We only treat species that feed vigorously on humans.
Most species we treat if we consistently count one per dip.
Some proven high-risk disease carriers we will treat if any are
present. Examples are Culex tarsalis, Aedes vexans.
Efficacy Sampling: All treatments are evaluated by continuous dipping.

Efficacy Sampling: We check efficacy on all treatments by service requests,
employee observations, and trap counts.
