Luke and Michael M. Daly. Also present were Mike Maier, County Administrator; and Joe Studer, County Forester. No representatives of the media were present. A copy of the agenda is attached for reference. The meeting began at 1: 30 p. m. A discussion took place regarding La Pine State Park and hazard fuel treatment proposals. Luke, ommissioner 111111111 11111111111 200 DESCH FICIAL NNANCYUBLANKENSHIPTES COUNTY CLERKDS CJ 70060181 COMMISSIONERS' JOURNAL 0310211006 03;59:19 PM Page 1 of 2 Bonnie Baker From: Joe Stutler Sent: Tuesday, December 13, 2005 3:28 PM To: Dennis Luke; Mike Daly; Mike Maier; Bonnie Baker Cc: Teresa Rozic Subject: forestry update For tomorrow's update the following topics will be covered: • La Pine State Park and hazard fuel treatment o BLM and State Parks are working together o Salvage of Park Fire o Updating an MOU between the agencies for vegetation management o Completion of a 5-year fuels plan for the Park o Small fire engine permanently stationed at the Park and staffed by Park employees. • Fuels accomplishments; buring this calendar year we will have treated approximately 375 acres mainly in South County with an additional 125 to be treated this winter, this will complete the New Neighborhood fuels treatment. • Pre-disaster mitigation grant is proceeding, it appears we'll have a FEMA approved plan soon and Judith and I will be working on the grant application which will be a joint effort with Crook County. • National Fire Plan grant applications are also forthcoming, we will be submitting several grants again both from Deschutes County and Project Wildfire. • Vulcan Power; met with the proponent/owner Steve Munson last week and learned the following: o Vulcan Power and Silvan Power are the same with the same owner. o Have a option to buy property in La Pine for a 24 megawatt bio- mass power plant o Company is negotiating a power contract BUT DO NOT HAVE IN HAND. We were told that we could expect a signed contract with 60-90 days. o To support a 24-megawatt plant will require 210,000 dry tons of biomass per year, which would cover about 21,000 acres. 12/13/2005 Page 2 of 2 o The company is looking for this all to come from federal lands which are within a 50-mile radius of La Pine. o The company is looking for a 10-year stewardship contract with the federal agencies and wants that contract to be in effect within 6 months or 12 months at the maximum. o The company wants the fed's to fund this entirely out of existing budgets, using HFRA authorities. o The agencies represented (FS and BLM) were not optimistic that a stewardship contract could be pulled together in that short time frame for 21,000 acres for 10 years. o That since the biomass is proposed to come entirely from federal lands, this is not consistent with Community Fire Plans, thus Deschutes County will need to see more coming off private lands to meet our needs.
