MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, MARCH 6, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St..., Bend
Present were Commissioners Bev Clarno and Dennis R. Luke; Commissioner
Michael M. Daly was out of the office. Also present were County Administrator
Mike Maier; citizens Jeff Nielson and Mike Schmidt of the Bend Chamber of
Commerce and Kathy Nielson, U. S. Bank; and Christopher Stoller of The Bulletin.
No other citizens were present.
The meeting began at 1: 30 p. m.
1. Discussion regarding Drug-Free Workplace Policy
Mike Maier gave an overview of what the County does and cannot do. Jeff
Nielson explained the proposed policy and how the group is trying to educate
employers on the importance of drug testing and other aspects of the policy.
The endorsement of the Board was requested. A proclamation has been drafted,
and it will be read at the Wednesday, March 8 Board meeting.
2. Project Update.
Susan Ross explained that the South County Services Center will be hosting an
open house on Saturday, May 6.
She added that she neglected to budget for the new phone system, and will need
approximately $25,000 to cover this expense.

3. Economic Development Grant Requests.
No requests were presented at this time.
4. Update on Redmond Acreage and Master Planning Process.
Mike Maier said that he has spoken with various representatives of the City of
Redmond regarding the land around Redmond, and a written position of the
Redmond Council is to be forthcoming, including their thoughts on the County-
owned property. At this point the plan is to partner, and to keep Peter
Gutowsky and Tom Anderson of Community Development involved.
The Commissioners stressed that they want to allow for flexibility and to
maximize the value to the County.
5. Update on the Redmond Rod & Gun Club Lease.
Action will be taken on this item at the Commissioners' regular meeting with
the Redmond City Council on Thursday, March 9.
6. Other Items.
Commissioner Clarno pointed out that contrary to what the article in The
Bulletin implied, the County does support the Historical Society, contributing a
minimum of $139,000 per year.
In regard to contracts with the Humane Society of Central Oregon and the
Humane Society of Redmond, Mike Maier explained that the County has been
in non-compliance for years because it hasn't gone out to bid for the work these
groups do for the County (i.e. dog impounds). After a brief discussion, it was
decided that the County would pursue an exemption to the bidding process
since there are no other providers of this type in the area. Ms. Ross will work
with Legal Counsel to draft the appropriate documents.

Being no further items brought before the group, the meeting adjourned at
2:10 p.m. and went into Executive Session, called under ORS 192.660(1)(h),
litigation.
