MENTAL HEALTH DEPARTMENT
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, JANUARY 11, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were Mike Maier, County Administrator; and Scott Johnson, Mental
Health Department. No representatives of the media or other citizens were present.
The meeting began at 4:15 p.m.
Please see the agenda and backup documentation (copy attached) for information
on the items discussed.
No formal action was taken by the Board at this meeting.
Being no further items addressed, the meeting adjourned at 4:45 p.m.

Monthly meeting with Mental Health Department

County Administration Building
Preliminary agenda:
MHO decision
• Medicaid cut of 16% received this month
• Nearing decision on MHO
• No support today for 3-county mho - no prompt action in Jeff. Or Crook likely
• Cost of single county MHO significant
• Seth meeting tomorrow here - proposal to make changes in ABHA promising
• How do you want to use the time tomorrow? I need to leave by 1 pm
2. Drug Court
• Requesting about $500,000 (July 06 - Dec 07)
• County roles - applicant, DCMH grant manager, we'll pick lead treatment provider,
we'll coordinate treatment and also do mh tx.; requesting that this be a federal
lobbyist priority also
3. Jail - Sheriff's Levy - Alternatives to Incarceration
• Timing - discussion with Sheriff
• Suggestion: forming work group in May
• Recommend: County public safety agenda as Sheriffs services, jail and Programs
• Mental hlth court, drug court, bridge program, crisis intervention training, treatment
4. Hold room summit - 9:00, Friday January 27 SCMC - Commissioner to attend?
• Importance as regional issue: beds in Prineville, Madras, Redmond, Bend,
5. Pending
• Strategic Plan adoption - I will schedule for a hearing soon
• Electronic Medical records - thank you for support up to $56,500; 1 will work with Dave
Peterson to plan for starting the project
• Trillium site visit with State - scheduled for mid February; includes OMHAS lead
children's staff person, Suzanne Donovan, Mark Amberg.
• A&D equity - ongoing; Bob Nikkel assures he will begin using formula in 07-09
• Federal Indirect Rate - Maier convening meeting - Counties with indirect rates:
Washington, Clackamas, Lane, Jackson, Linn, Benton, Umatilla, Klamath, Lincoln
• Staff survey in process - we'll share results with you in late January
• A&D certification - extended to March with site visit; we are trying to have the
provisional license lifted sooner- important for Drug Court application
• Custody evaluations begin in January
