DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, FEBRUARY 21, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St..., Bend
Present were Commissioners Michael M. Daly, Bev Clarno and Dennis R. Luke.
Also present were Mike Maier, County Administrator; Anna Johnson, Teresa
Rozic, and Susan Ross, Commissioners' Office; Nancy Blankenship, Clerk; Scot
Langton, Assessor; Marty Wynne, Finance; Laurie Craghead, Legal Counsel; Tom
Anderson and Catherine Morrow, Community Development; media representative
Chris Barker of The Bulletin and one other citizen.
The meeting began at 1: 30 p. m.
1. Discussion regarding "Clerks on Line" and "DIAL" System Information.
Concerns have been raised by citizens regarding personal information, such as
Social Security numbers, available through the County's DIAL system. Nancy
Blankenship explained that her staff is required to record what is given to them,
and it is the responsibility of the person who drafts and submits the documents
to make sure sensitive information is not included. Once it is submitted to the
Clerk's Office, it becomes a public record, and cannot be altered or removed.
The Commissioners asked Anna Johnson to work with the Clerk to make the
public aware of this situation.
2. Discussion of Sale of Newberry Business Park Properties.
Teresa Rozic said three offers have come in on a total of seven lots.

3. Discussion of Fire Fuel Management Agreement (Part of Upcoming Public
Land Auction).
Teresa Rozic gave an overview of the agreement that will result in a wildland
fuels reduction. She asked if the County would give an incentive to have
people quickly clean up the properties they purchase.
Commissioner Luke replied that this is a condition of the deed, and most buyers
are likely to comply without an incentive. Laurie Craghead added that there is
no remedy available to enforce the conditions of the deed.
4. Project Update.
Ms. Ross stated there is nothing to report at this time.
5. Economic Development Grant Requests:
Susan Ross said there were none to consider at this time.
6. Discussion of Historical Society Funding. Commission on Children &
Families' Biennial Plan Update.
Mike Maier explained that the County pays for grounds maintenance and
insurance at this time. The Society has asked for further funding from the
County. He said it is a tourist attraction and it could perhaps be justified to
receive economic development funds and tourist dollars.
This issue will be discussed further at a future date.

Tom Anderson and Catherine Morrow explained that there is a vacancy on the
Planning Commission. Due to concerns of the public, some individuals who
work in the real estate industry may no longer serve, since there is a percept of
favoritism. In a couple of cases, the nature of the business of the Planning
Commissioners has changed over the years.
The Commissioners indicated that these concerns should be addressed at the
departmental level. Commissioner Luke added that this is a difficult situation
because the Planning Commissioners need to be knowledgeable abut land use
and not everyone can fill those shoes.
Being no further items brought before the group, he meeting adjourned at
3: OS p. m.
