DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, MARCH 27, 2006
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Dennis R. Luke, Michael M. Daly and Bev Clarno.
Also present were Mike Maier, County Administrator; Tom Anderson, Community
Development; Timm Schimke, Solid Waste Department; Susan Ross and Teresa
Rozic, Commissioners' Office; and media representative Barney Lerten of News
Channel 21 and Kimberly Rocha of The Bulletin. No other citizens were present.
Chair Dennis Luke opened the meeting at 10: 00 a. m.

2. Before the Board was a Discussion of the Reading and Consideration of
Adoption of a Proclamation Declaring April 2-8 Week of the Young Child
in Deschutes County. - Holly Remer, Healthy Beginnings Program Director

3. Before the Board was a Discussion of a Presentation of a United Way
Award to Deschutes County. - Shannon Hinderberger, Campaign Director,
United Way

4. Before the Board was a Discussion and Consideration of Signature of
Order No. 2006-061, Amending Order No. 2006-037 Correcting the Legal
Description of a County-owned Property.
Teresa Rozic explained that she discovered that the parcel in question has a
defective legal description, and therefore should not be offered for sale until the
description is corrected.

5. Before the Board was a Discussion and Consideration of Signature of
Document No. 2006-113, a Services Agreement with the Heart of Oregon
Corps to Provide Litter Control Services and Assistance with Special Events.
Timm Schimke gave an overview of the program and this and other work done
for the County by the Heart of Oregon Corps. The group helps out with special
events such as the free yard debris weekends and other disposal projects.
Mike Maier added that the Road Department also utilizes Heart of Oregon
Corps, so the compensation amount has been standardized for any County
department utilizing their services.
For the record, Commissioner Daly indicated that he is on the Heart of Oregon
Corps board.
Tom Anderson stated that Community Development enforces County Code
regarding solid waste issues, and tries to make the various programs known to
citizens.

6. Before the Board was a Discussion and Consideration of Signature of
Document No. 2006-114, a Task Order Contract with URS Corporation for
the Installation of Three Groundwater Monitoring Wells.
Timm Schimke gave an update of the process, which has taken almost a year
primarily because of approvals needed from the Department of Environmental
Quality. The number of wells went to three from two, and there may be one
more needed in the future due to concerns regarding chromium. The cost went
up because of the additional well and an increase in the costs of labor, fuel and
equipment over the past year.
Mike Maier stated that a part-time project manager for the landfill expansion
project is being sought.

Measure 37 Claim (Claimant: Ward).
This item will be addressed at the Wednesday, March 29 Board meeting.
9. Before the Board was a Discussion and Consideration of Signature of
Letters Correcting the Term Dates for the Following Members of the
Upper Deschutes Watershed Council:
• Leonard Knott, Joanne Richter and Bill Swarts, through January 31, 2007
Traycee Bowerman, through January 31, 2008
Kyle Gorman, Tom Hickman, Kelly Walker, Dennis Luke, Dan Rife and
Darcy McNamara, through January 31, 2009

Peter Hanson (to his Widow), and John Schubert.

12. Before the Board was a Discussion and Consideration of Signature of
Resolution No. 2006-026, Transferring Appropriations within the
Deschutes County Park Acquisition and Development Fund.
Mike Maier stated that this action addresses disbursements to various park
districts in lieu of park fees, as previously discussed.
