MINUTES OF MEETING
LOCAL PUBLIC SAFETY COORDINATING COUNCIL
MONDAY, APRIL 3, 2006
Commissioners' Conference Room - Administration Building, Second Floor - 1300 NW Wall St., Bend
Present were Judge Michael Sullivan; Bend Police Chief Andy Jordan; Bob
Lacombe, Juvenile Community Justice Department; Jack Blum, citizen member;
Hillary Saraceno, Commission on Children & Families; Ernie Mazorol, Court
Administrator; and Charity Hobold, Parole & Probation Department.
Also in attendance were Bob Warsaw, Oregon Youth Authority; Rick Treleaven,
BestCare Treatment Services; Bob Smit, KIDS Center; and Jacques DeKalb, indigent
defense attorney. No representatives of the media or other citizens were present.
1. Call to Order & Introductions.
The meeting was called to order at 3:35 p.m., at which time the attendees
introduced themselves.
2. Approval of Minutes of March 6, 2006 Meeting.
Bob Smit moved approval and Jacques DeKalb seconded. The minutes were
unanimously approved.
3. Discussion regarding Internet Access to Inmate Information.
This item was continued from the March 6 meeting. Jacques DeKalb discussed
arranging for inmates to have access to computers; two counties now allow
indigent defense access. This saves the Sheriff the personnel time required to
look up records, or information on credit for time served, the trustee cash
amount available, and so on.

The Sheriff has decided to charge $10 to provide this information, but funding
is not available in the indigent defense budget since the State does not have
adequate funds.
In Multnomah County, a record of what has been looked at is available to the
District Attorney. Lane County has a similar program.
Mr. DeKalb stated he intends to spend additional time with the Sheriff's Office
staff to find out more how this might work in Deschutes County.
Judge Sullivan noted that wireless access has been installed in Judge Brady's
courtroom, and those who have computers that can acquire a system can access
the internet there. Non-confidential information such as the date taken into
custody, time served, etc. can be obtained. He added that he is not sure how
secure the system is going to be, if the program works out.
4. Update regarding Dedicated Courthouse Parking for Law Enforcement
Personnel.
This item has been discussed at several previous LPSCC meetings and the
situation has not yet been resolved with the City of Bend.
Ernie Mazorol said that he received correspondence from Detective William
Aiken, an explosives/arson expert from the Oregon State Police. Detective
Aiken originally asked for the parking arrangement that is being sought.
Detective Aiken suggested that the best situation would be to close the street to
vehicular traffic. Since this is unlikely, another option is to restrict the parking
immediately adjacent to the Courthouse, or to have Courthouse security issue
permits. There are other concerns about the doors and windows.
The plan at this time is to set a meeting with the City, and have Renee Warner
of Building Services and Susan Ross, the Building Services supervisor, put
together a document for the Judge to sign. The OSP report would be attached.
He added that the Downtowners Association is also involved, so the situation is
not an easy one to resolve.

Judge Sullivan stated that he would not recommend closing the street.
However, he mentioned that he did have a person collapse after a hearing, and it
would be beneficial to have appropriate parking in the front of the building so
the ambulance workers won't have to go so far.
He said he and others are analyzing Courthouse security, and looked
specifically at the basement area. There are some features of the Courthouse
that should be changed. Protocols need to be worked out and coordinated with
the Sheriff's Office and other law enforcement entities in regard to access
points and other details. He added that the glassed-in areas are the biggest
concern, and also that there be a place for emergency vehicles to park.
Chief Jordan indicated he hopes to get a recent set of plans for SWAT team
management, and will do a walk-through at that time. He added that the plan
needs to be comprehensive.
Jack Blum asked if Homeland Security could apply any pressure on the City
regarding the parking situation. Chief Jordan replied that it is such a huge
bureaucracy, something like this would take a very long time.
5. Other Business and Items for the Next Meeting (Monday, May 1)
Jacques DeKalb said he calculated the statistics on felony cases filed, and last
year there was a 20% increase over 2004. In the first three months of 2006,
there has been a 15% increase over the same period of time in 2005. He is
adding another attorney this year and plans to add another this summer. The
statistics count case credits and indictments, and are fairly accurate.
Judge Sullivan noted that sometimes there are multiple counts against an
offender. If there are thirty cases of identity theft over a month they are
counted as one. These used to be shown separately.
Chief Jordan stated that the street crimes unit is being disbanded. There are a
lot of arrests; the officer arrests were far above average. But they started
looking at car break-ins and burglaries, and didn't see much of a change. This
seems to be because there are simply a lot more offenders.

Internally, having this unit was causing disruption in the department, as this
specialty unit was not taking regular calls, causing the others to be overworked.
The department is not quite big enough to have the unit and keep up with calls,
so these officers will be going back on patrol assignments.
Mr. DeKalb noted that this is unfortunate, because they were actually working
on crimes and the calls could be for anything.
Chief Jordan said that he is requesting six more officers and thinks he'll get
them, depending on the budget. If he does, they will begin work on July 1. The
department will be slightly reorganized. One will be a new lieutenant. The
support division will be combined with the detectives, and a training division
will be established. Academy and field training takes a lot of time. About 75%
of new hires require four months of training.
Ernie Mazorol asked that if the urban growth boundary is expanded, will there
be more funding for the city and more officers. Chief Jordan replied yes, but
this won't be known until a land study is completed in early 2007.
Mr. Mazorol suggested that someone from the City come to a meeting to talk
about the ramifications of growth and expansion. As it becomes more of an
issue, it would help to have someone explain it. Judge Sullivan noted that there
is a large number of people moving into the current city limits.
Bob Smit advised that April is Child Abuse Awareness Month. There has been
a lot of media attention and a variety of public events held in an attempt to get
the word out. There are twenty-two agencies involved, and they are mapping
assistance delivery - who gives what services to what population - to gauge
what populations are not being properly served, and to determine capacity for
service. This group meets every month, and will have a presentation for LPSSC
in the near future.
Ernie Mazorol said that the application for $500,000 Drug Court funding was
submitted. An answer is expected in mid-May.

It was pointed out that the "Mary's Place" program, through which child
visitation arrangements are made, is working out well.
Charity Hobold thanked the LPSCC members for recommending an additional
position for Parole & Probation, even though some County employees did not
like the idea.
Being no further items addressed, the meeting adjourned at 4:35 p.m.
