MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, MARCH 27, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Michael M. Daly, Bev Clarno and Dennis R. Luke.
Also present were County Administrator Mike Maier; and, for a portion of the
meeting, Susan Ross, Teresa Rozic and Anna Johnson, Commissioners' Office;
Laurie Craghead and Mark Pilliod, Legal Counsel; Timm Schimke, Solid Waste
Department; Judge Michael Tiktin and Bill Hansen, Umatilla County
Commissioner; and David Crowther, Bend Park & Recreation District. No
representatives of the media or other citizens attended.
The meeting began at 1: 30 p. m.
1. Discussion of Bend Metro Park & Recreation District Lease Agreement -
Simpson Avenue.
Teresa Rozic explained that the lease, which was for 1.3 acres of property
located in the old demolition landfill area, expired in June 2005. It has served
as a staging area for the District for recycling, composting and equipment
storage. There are no structures on the property.
After a brief discussion, the preference seemed to be that the lease would be for
five years at no cost, with a one-year opt-out clause. This will be addressed
further at the Wednesday, March 29 Board meeting.
2. Discussion of Law Library.
Susan Ross explained that the Judges and others in the Courthouse are
concerned about safety issues since the law library can be accessed at almost
any hour of the day.

Judge Tiktin added that preferred location for the law library would be the old
Deschutes Services Building. Ms. Ross stated that there is adequate room in the
DSB, and there needs to be a public entity occupying at least a portion of the
building. Although it is not currently ADA compliant, all County-owned
buildings should be.
Commissioner Luke asked that Ms. Ross find out the cost of making the space
suitable for the law library, including the cost of using ID cards. He also
instructed her to put into writing who will have control of the space the law
library would vacate. Ms. Ross said that it would be best used as a holding area
for the Sheriff's Office.
3. Update on Courthouse Building Project.
Ms. Ross explained that there are some additional costs not included in the
original bid. These were for minor ADA changes, blinds for windows and a
few other items. Commissioner Luke asked for a breakdown on these costs.
4. Update on South County Building Project.
Ms. Ross said that additional funds are needed for this project, to cover the cost
of the new phone system and additional site plan requirements of the converted
garage space and gas tank retrofit. An additional $35,000 is required.
5. Discussion of South County Building Proposed Lease to La Pine
Community Action Team.
Ms. Ross explained that La Pine Community Action Team would like to occupy
a portion of the office space in the building. After a brief discussion, the
Commissioners were supportive in principle with this arrangement.
6. Discussion of Economic Development Grant Request(s).
Growing Tree Children's Center is a non-profit day care facility, asking for a
grant for equipment. Commissioner Clarno approved $1,000 from her
economic development funds.

7. Other Items.
The group discussed U.S. Forest Service land that will be for sale, beginning in
May. The property is 950 acres in four lots, zoned F-1. The land could be
rezoned destination resort. The cost could be split with Solid Waste.
Mike Maier said there has been a verbal offer from Mr. Farley on the Redmond
property in the amount of $75 million. Land outside the urban growth
boundary is selling for about $50,000 per acre, undeveloped. Approximately
1,500 acres of the 1,800 acres the County owns must go out to bid, and any
buyer will have to work with the City of Redmond to develop it.
The Commissioners asked that an executive session be scheduled with the
Mayor and City Manager to discuss the future of the property. Ms. Ross said
she would make the appropriate arrangements.
Being no further items brought before the group, the meeting adjourned at
2:20 p.m., at which time the Board went into executive session that had been called
under ORS 192.660(1)(h), pending or potential litigation.
