This application is for conceptual master plan ("CMP") approval for the Thornburgh
Resort, a proposed new destination resort in Deschutes County ("County"). The applicant for the
resort is Thornburgh Resort Company, LLC ("Applicant"). This application has been filed
pursuant to the requirements of Deschutes County Code ("DCC") chapter 18.113, Destination
Resorts Zone ("DR"). The application and its accompanying exhibits address all of the
applicable standards and requirements of the DR Zone.
The subject property includes roughly 1,980 acres of land located in Redmond, Oregon
adjacent to Cline Buttes, the existing Eagle Crest development, and BLM land. This property is
predominately undeveloped natural land with three private residences. Site characteristics of the
land include sloping terrain, natural vegetation, rock outcroppings, drainage washes and ridge
tops, with panoramic views toward the Cascade Mountains to the south and west.
The proposed development will include two villages. Although proposed as part of one
development, each village will have its distinct location, land uses, site characteristics and
associated name.
The first village, The Tribute at Thornburgh ("The Tribute"), will be located primarily in
the southern half of the property, bordering Cline Falls Highway. The Tribute will be a golf
course residential community comprised of two golf courses, a golf practice area, golf clubhouse,
community center, 50 golf cottages and individually owned residences. The Tribute will include
1,250 acres of land, of which approximately 75 percent will remain open space.
The second village, The Pinnacle at Thornburgh ("The Pinnacle"), will be located
primarily in the northern half of the property. This village is planned as a resort and residential
community comprised of one golf course, a resort hotel, resort retail area, recreational lake, a
lake/boating clubhouse, and individually owned, resort-style residences. The Pinnacle at
Thornburgh will include approximately 730 acres of land, of which approximately 65 percent
will remain open space.

A. Project Description: THE TRIBUTE
The Tribute will include approximately 1,250 acres. The property is generally located
between Cline Falls Highway and Barr Road, southwest of the Cline Buttes Peak area. The
concept plan proposes two championship, signature-type golf courses on the lower elevation
areas in the southerly portion of the property. The golf courses will be designed by two
preeminent golf course design firms: Crenshaw/Coore and Arnold Palmer Course Design.
Each of these design firms has received numerous national and international awards.
Each aims to enhance and accentuate the natural environment, while creating challenging and
enjoyable golf courses for players of all levels. The Crenshaw course will be reminiscent of
traditional courses that incorporate a natural character. The Palmer course will be situated on the
southeastern portion of the property and will be a more manicured, state-of-the-art course, while
still incorporating a natural theme and character. The clubhouse area will include approximately
eight acres and will provide a pro-shop, a cart barn, a fine dining room, lounge and meeting
rooms and other golf facilities for both courses.
In addition to the golf course, The Tribute will include 650 luxury, view-oriented homes
on lots of various sizes in the hillside area. The home sites will be organized into small
residential neighborhoods, in an organic, clustered pattern.
At the east end of the property, there will be a community center, consisting of a family
recreation center with a health and fitness facility, swimming pool(s), spas, locker rooms, a
multi-level sun deck, a community meeting room, and food and beverage facilities. The
community center will also include a real estate home-buying information center and a small
country store for the convenience of residents.
Finally, The Tribute will include golf cottages, mostly in the central area of the project
along the golf course, with direct access to the practice area. The clustered golf cottages,
together with the practice area, the clubhouse, and the golf courses, will create the sense of an
integrated golf village.

B. Project Description: THE PINNACLE
The Pinnacle will be'sited on approximately 730 acres located south of Highway 126,
east of Barr Road, west of the Eagle Crest Resort area and north of The Tribute. The Pinnacle
concept plan proposes a resort hotel, along with related resort bungalows and a destination
resort-oriented retail area, with "themed" restaurants and shops, a championship signature-type
golf course, a golf clubhouse, a golf teaching and practice facility, a five-star spa and health club,
a recreational lake and a lake/boating clubhouse.
In addition, the plan proposes 350 resort-residential, view-oriented homes along the golf
fairways within the hillside areas and along the lake waterfront. The residential neighborhoods
will include the following:
Single family, resort-style homes.
Resort timeshare condominiums.
• Waterfront/lakeshore lots and homes.
At the north end of The Pinnacle, there will be a 25-acre lake center, with a community
center that incorporates a swimming pool(s), spas, locker rooms, a multi-level sun deck, a
community meeting room, and food and beverage facilities. See the Recreational Amenities
Map, Ex. 2, A-11, and the Recreational Amenities Description, Ex. 2, A-1 Ia. The community
center, with the resort hotel and spa and resort bungalow area, will create a resort village "sense
of place."
The resort property is set in and adjacent to nearly 20,000 acres of land managed by the
BLM. The natural setting and the miles of surrounding open space create an opportunity to
highlight native vegetation, lava outcrops and the majestic vistas of the Cascade Mountain range.
The development of the three world-class championship golf courses and water amenities and
the addition of comfortable, high-desert mountain homes will preserve and enhance the natural
beauty of the rural setting. Each home will be unique, but the design of the homes and the resort
landscaping will work together to create a cohesive, high desert mountain community that should
age well through the years.

Access to the site will come from the Cline Falls Highway at the southeast and from
Highway 126 at the northeast. Sewer and water services will be developed on site. Central
Electric Cooperative has committed to provide electric service.
II. APPLICANT
Applicant's chairman and agent is Kameron DeLashmutt, the grandson of the owner of
the largest parcel included in this application, Everett Thornburgh of the Trail Crossing Trust.
Kameron DeLashmutt has been and will continue to be the family member most involved in the
permitting and development of the project. Mr. DeLashmutt's family members have lived in the
County for 65 years and have owned the property since 1957. All concerned have a strong desire
to develop the land in a manner that best suits the needs and demands of the area.
Applicant has assembled a team of experienced professionals to provide an in-depth
analysis of the developmental impacts of the proposed resort on this area and to undertake the
eventual development of the project. The development team consists of firms from within the
County, the Portland metropolitan area, and Southern California. The team includes
professionals with extensive experience in resort development, including golf course
development and mixtures of condominium, timeshare and single-family dwellings. David
Chapman, Applicant's president, has built some of the most notable golf courses and golf
communities in the West. Kameron DeLashmutt, Applicant's chairman, brings his knowledge of
local development to the project. Together with an impressive professional team, Applicant will
create a world-class resort.
III. STATEWIDE PLANNING GOALS (OAR 660-015-0000)
Local governments are required to comply with the statewide planning goals when
preparing their local comprehensive plans and zoning ordinances. Since the County
comprehensive plan and land use regulations have been acknowledged, and since Applicant does
not seek any changes in the plan or zoning maps, the goals do not apply directly to this
application.
ORS 197.455 and Goal 8 explain the process for mapping areas for destination resorts.
That process was completed well before Applicant moved forward with this application.
