MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 17, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Bev Clarno and Dennis R. Luke; Commissioner
Michael M. Daly was out of the office. Also present were Susan Ross, Teresa
Rozic and Anna Johnson, Commissioners' Office; and Bob LaCombe, Juvenile
Community Justice. No representatives of the media or other citizens attended.
The meeting began at 1: 50 p. m.
1. Discussion of Letters to Federal Legislators regarding Medicaid Issues.
Bob LaCombe requested the Commissioners sign letters supporting the position
of NACo in regard to proposed cuts of Medicaid funding for juveniles receiving
psychological treatment. The cuts would eliminate or severely restrict the
number of beds for these juveniles at the local level, and because the state
would also be impacted, the juveniles would most likely end up having to go to
the state juvenile detention center.
In addition, the cuts would be retroactive to the first of the year, and Juvenile
Community Justice would have to refund dollars already spent this year in the
amount of approximately $60,000.

2. Discussion of Offers on Real Estate.
Teresa Rozic explained that two offers have been received for properties in the
Newberry Business Park - one for a beauty college and the other for a
construction company office.
CLARNO: Move Chair signature.
LUKE: Second.
VOTE: CLARNO: Aye.
LUKE: Chair votes yes.
3. Discussion of Economic Development Grant Request(s).
Sisters Little League has asked for approximately $1,500 for dugouts and
bleachers for their new field.
CLARNO: Move this amount be granted, 50/50 between Commissioners Luke
and Clarno.
LUKE: Second.
VOTE: CLARNO: Aye.
LUKE: Chair votes yes.
4. Other Items.
None were offered. The meeting adjourned at 2: OS p. m.
