Luke, Bev Clarno and Michael M. Daly Also present were Mike Maier, County Administrator; Susan Ross and Anna Johnson, Commissioners' Office; Mark Pilliod, Legal Counsel; and one other citizen. No representatives of the media were present.. The meeting began at 1: 30 p. m. 1. Discussion of Additional Service from EBMS. Mike Maier explained that a recommendation was made to EBAC that a wellness program be contracted through EBMS. A subcommittee weighted the pros and cons of making this change, and decided to try this option. He pointed out that the County person handling the program worked very hard but the number of employees involved was relatively small. Commissioner Luke said that EBMS has a web MD, nurse follow-up and a wellness evaluation program. Their approach is to have employees take charge of their own health, with limited in-house activities. The cost per employee is similar. CLARNO: Move that the County proceed with the EBMS program. Susan Ross explained that Vulcan Power/Silvan Corporation has made a new offer on La Pine property. She instructed them that all offers need to go through LIGI first. 3. Economic Development Grant Requests. Commissioner Clarno granted $500 for the Sparrow Clubs' Jazz Dance Collective benefit show. Commissioner Clarno granted $1,500 to the Redmond Chamber of Commerce - Art Discovery Hunt In regard to the Central Oregon Senior Pro Rodeo Association Event Promotion request, Commissioner Daly granted $2,000 and Commissioner Clarno granted $1,000. Regarding the Heart of Oregon Corps' Environmental Projects, Commissioner Clarno granted $1,000 and Commissioner Daly granted $3,000. Brooke Frandsen, representing High Desert Middle School's summer opportunity program, gave an overview of the program. She said they have attempted over the past year to obtain other funding. They have inquired about grants from the Commission on Children & Families, but are not allowed to apply until spring 2007. Her group needs funding for brochures and to give a stipend to teachers for insurance expenses. Commissioner Luke said he was apprehensive about granting funds for operational expenses, and that these should be applied for in the budget process. Commissioner Clarno stated she would be willing to grant $3,000, with the caveat that the group will pursue funding from the Commission on Children & Families. Commissioner Daly said she should add a request to this year's budget process. Commissioners Clarno and Luke granted $500 each to cover the cost of printing. Commissioner Daly indicated he might be inclined to grant funds after he gets additional funds in July. Minutes of Administrative Liaison Monday, April 24, 2006 Page 2 of 3 Pages 4. Communications Update. Anna Johnson stated that the Health Department update was distributed today. 5. Discussion of an Intergovernmental Agreement with the City of Bend regarding the Vehicle Impound Hearing Process. Mark Pilliod gave an overview of the reasons the City placed specific language in its agreement with the County. Since the County is already complying to the language given, it is not a big issue. After a lengthy discussion, it was determined that Mr. Pilliod would inquire with the City Attorney about restructuring the language of the document. 6. Other Items. None were offered.
