MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, FEBRUARY 6, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St..., Bend
Present were Commissioners Michael M. Daly, Bev Clarno and Dennis R. Luke.
Also present were Mike Maier, County Administrator; Anna Johnson and Teresa
Rozic, Commissioners' Office, and media representative Chris Barker of The
Bulletin. Jerry Lowery and Brian Nelson; Redmond Rod and Gun Club. No other
citizens were present.
The meeting began at 1: 30 p.m.
1. Communications Update.
Anna Johnson advised that the Home Rule Charter committee applications are
coming into the Board and the deadline is the 13th. Mike Maier asked if we had
schedule time for the Board to interview and do their selections. Ms. Johnson
asked how soon after the 13th did they want to schedule them. Mr. Maier said
as soon as possible. County gets their part done, then give them (legislators) 30
days to get their part done. Commissioner Luke said to contact Chuck Burley,
set up a lunch and go through it then. Mike Maier asked Anna to set up a
working lunch meeting on February 16th from 11:00 to 1:00. Ms. Johnson will
email the legislators.
Ms. Johnson and the group discussed the process of establishing a Forest
Authority and sending out the media release. Mr. Maier said the formation was
already approved and asked who makes the appointments. Commissioner Luke
stated that the Commissioners do. Ms. Johnson said the cover letter for the
packet is the media release.

Ms. Johnson said she was working with Parole and Probation on the 1St annual
report card. It is a statistical basis on what is going on with the department.
Ms. Johnson is currently working on the upcoming Employee Newsletter.
2. Update regarding County-owned Property.
Teresa Rozic discussed the Lease Agreement for 1340 NW Wall Street
(Document No. 2006-052.) She said the security deposit has been taken. The
lease is ending one year earlier than should so this addendum corrects the term
of the lease. Mike Maier said he can sign the addendum. Some discussion was
mentioned on other uses for the building such as storage for the Historical
Society and for the DA.
Ms. Rozic introduced Jerry Lowery with Redmond Rod & Gun Club. At the
January 30th meeting the Board approved to extend their lease from February
14, 2006 to July 1, 2006 to allow the club to investigate relocation. Mr. Lowery
came today to go over the length of time of the lease agreement. He is looking
for a 10 year plan.
Mr. Lowery said Teresa has done a good job and is easy to work with. They
had a meeting with City of Redmond and the property is within their 20/20
plan. The area they are talking about is best suited for light industrial and part
of it is City property now. The proposal is to move the rifle range and put it
over by the police range. It was originally set up for community service. They
have expanded over the years and are trying to regulate it. It is a certified
course and they will have the range master at the National Guard come out and
look at the burms for the club. They will have competitive rifle events and the
National Guard would like to use it for their personnel for live fire.
Mr. Lowery said they are communicating with the City of Redmond on trying
to do a long range plan. They are also asking the NRA for money but they
would need a 10 year plan first. They are also trying to get another grant. City
Manager staff and several members from the club board are scheduled to meet.
Mike Maier suggested that the lease be renewed for a short period of time so the
details worked out in the meantime. Ms. Rozic said the current lease expires
February 14th and she will set up a meeting with all those involved.

3. Economic Development Grant Requests:
The group discussed the grant request from La Pine Community Action Team.
Commissioner Daly said he would contribute $2,000.00 and Commissioner
Clamo said she would contribute $1,000.00. Commissioner Luke was not sure
and said he would have to look further at the application. Mr. Maier said it
could be with the condition of getting the other money needed before the
contributions were made by the Board. Commissioner's Daly and Clarno said
ok.
4. Discussion of Commission on Children & Families' By-laws.
This item will be discussed at the next meeting.
Being no further items brought before the group, the meeting adjourned at
2:10 p. m.
