Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke and Michael M. Daly; Commissioner
Bev Clarno was out of the office. Also present were Mike Maier, County
Administrator; Scott Langton and Theresa Maul, Assessor's Office; Sue Brewster
and three officers from the Sheriff's Office; Tom Anderson and George Read,
Community Development Department; Debi Harr and Angie Curtis, Commission
on Children & Families; Dan Peddycord, Health Department; Tom Blust and
George Kolb, Road Department; media representatives Barney Lerten of News
Channel 21; and six other citizens.
Chair Dennis Luke opened the meeting at 10: 00 a. m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Consideration of Signature of Order No. 2006-080,
Appointing Two Members to the Deschutes County Farm Board.
Teresa Maul explained that Oregon Revised Statutes require counties to
establish a Farm Board, with two members being appointed by the Board of
Commissioners.
After a brief discussion, the Commissioners decided that Rex Barber of
Terrebonne and Scott Bowels of Brothers should be selected.

3. Before the Board was Consideration of Signature of Document No. 2006-
232, a Services Agreement for Assessment and Taxation Software
Maintenance.
Scot Langton gave an overview of the system, and stated this is an annual
contract, with the same amounts as last year.

4. Before the Board was Consideration of Signature of Resolution No. 2006-
035, Declaring a Surplus Property and Allowing for the Donation of Said
Property to the High Desert Amateur Radio Group.
Sgt. Dan Swearingen, who leads Search & Rescue, and Sue Brewster explained
the item. The snow cat in question is a 1974 model, which was donated to
Search and Rescue and eventually passed on to the Sheriff's Office. They have
stopped using it due to maintenance issues and parts acquisitions.

5. Before the Board was Discussion of a Draft Ordinance regarding the
Regulation of Events and Parades.
Neil Mackey, Corporal for the Sheriff's Office, and Sue Brewster gave an
overview of the proposed ordinance. Commissioner Luke asked why groups of
less than 50 people would not be charged a fee, since the paperwork still has to
be processed. He also asked that the ordinance be adopted by emergency.

In response to a question from Commissioner Luke, Sue Brewster explained
that if an inspection does not take place, the applicant is not relieved of the
responsibility for a safe event. Commissioner Luke asked that the County
Administrator, the Sheriff's Office and the Road Department Engineer be
required to sign off on permits for these types of events.
Corporal Mackey added that revenue from the fee would in part be used to
obtain fabric, foldable signage for use at the events.
This item will be back on the agenda at a later date.
6. Before the Board was Consideration of Signature of Document No. 2006-
233, an Amendment to a Memorandum of Understanding between the
Commission on Children & Families and Juvenile Community Justice
regarding Treatment Foster Care.

7. Before the Board was Consideration of Approval of Commission on
Children & Families' Provider Contracts for 2006-07.
Angie Curtis explained that this is the same as previous years - same providers,
amounts are similar. Commissioner Luke asked that he be notified of the
previous year's amounts. It will be discussed at the CCF liaison meeting later
today.
Mike Maier advised that Angie Curtis is relocating to Jackson County to be the
Director of CCF there.
8. Before the Board was Consideration of Signature of Document No. 2006-
215, an Intergovernmental Agreement regarding Dispersion of Funds
related to the Oregon Breast and Cervical Cancer Program Grant for
Region 21.

Dan Peddycord said the State has notified the County of an 80% cut in funding,
so the County will probably not continue the program. Notice will be sent to
the other counties that Deschutes County will not be administering the program
in the future unless the funding amount improves.
9. Before the Board was Consideration of Approval of Document No. 2006-
230, the Deschutes County Health Department Annual Plan for 2006-07.
Dan Peddycord stated that the plan is basically the same as in the past.

10. Before the Board was Consideration of Signature of Resolution No. 2006-
044, Declaring an Exemption from Competitive Bidding Requirements for
Animal Shelter Service.
Mike Maier gave an overview of the item. The two local humane societies have
provided service for many years in the past. It was pointed out by Legal
Counsel that an exception is required. These appear to be the only agencies that
provide all of the required services.
Mark Pilliod said that a public hearing is required, which can be scheduled for
Wednesday, May 31.
This item will be addressed at the Wednesday, May 31 Board meeting.
11. Before the Board was Consideration of Signature of Order No. 2006-077,
Assigning the Name of SE McCaffery Road to an Unnamed Access Road.
Tom Anderson explained the location of the road.

12. Before the Board was Consideration of Chair Signature of Document No.
2006-208, an Amendment to an Intergovernmental Agreement with the
State of Oregon, Extending the Public Health Foodborne Illness Program.
Mr. Anderson stated this is the agreement for restaurant inspection services and
so forth. It keeps the payments made to the State the same for an extended
period of time.

13. Before the Board was a Discussion of Document No. 2006-231, the
Community Development Department 2006-07 Work Plan, and Setting a
Date for the Public Hearing.
Tom Anderson said the hearing would take place next week. The Planning
Commissioner has already reviewed the planning portion of the document.
This item will be addressed at the Wednesday, May 31 Board meeting.
14. Before the Board was Consideration of Signature of Order No. 2006-074,
Accepting Petition and Setting a Public Hearing Date for the Haner Park
LLC Annexation into La Pine Rural Fire Protection District.
