BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order Initiating the Formation of a
Countywide Law Enforcement District * Order No. 2006-081
(District 1)
WHEREAS, ORS 451.010 authorizes the formation of law enforcement districts in Deschutes
County, Oregon; and
WHEREAS, ORS 198.835 authorizes the Board to initiate the formation of a countywide law
enforcement district located entirely within Deschutes County, Oregon, by order of the Board; and
WHEREAS, the Board finds that there is a need for a countywide law enforcement district in
Deschutes County, Oregon, and that it is in the public interest to initiate the formation of a countywide
law enforcement district that would not include patrol or investigative services; and
WHEREAS, the Cities of Bend, Redmond and Sisters, by proper resolution, certified copies of
which are marked Exhibits "A" "B" and "C" attached hereto and by this reference incorporated herein,
approved the order initiating the formation of the Countywide Law Enforcement District pursuant to ORS
198.835(3); now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDERS as follows:
Section 1. The Board of County Commissioners of Deschutes County, Oregon, hereby declares
its intention to form the Countywide Law Enforcement District pursuant to ORS 451.010 (1) (n).
Section 2. The name of the proposed district shall be the Countywide Law Enforcement
(District 1) and the boundaries shall be the boundary of Deschutes County as set forth in ORS 201.090,
as set out in Exhibit "D" and depicted on the map, Exhibit "B". Exhibits "D" and "E" are attached
hereto and by this reference incorporated herein.
Section 3. The proposed Countywide Law Enforcement District, if formed, will have a permanent
operating tax limit of $1.25 per $1,000 assessed value.
Section 4. That a hearing on the order of the Board of County Commissioners initiating the
formulation shall be at 10 a.m. on July 5, 2006, in the Barnes Room, Deschutes Services Center, 1300
N.W. Wall St., Bend, Oregon.

Section 5. Notice of Hearing shall be given in substantially the form set forth in Exhibit "F",
attached hereto and by this reference incorporated herein. The recording secretary shall cause the notice
to be published in The Bulletin on June 19, 2006 and June 30, 2006 and posted June 14-19, 2006, in three
public locations within the county as follows: one notice shall be posted on or near the doors of the
meeting room of the Board of County Commissioners (the Barnes Room); one notice upon any official
bulletin board customarily used for the purpose of posting public notices within the county; and one notice
shall be posted upon any official public bulletin board customarily used for the purpose of posting public
notices within the proposed district. Notices posted shall be for not less than five (5) consecutive days.
Section 6. The Director of the Deschutes County Community Development Department shall
cause to be filed with this Board prior to July 5, 2006, a land use compatibility statement regarding this
proposed special district formation as contemplated in ORS 197.175 and 199.462, and any other
applicable statutory authority.

A RESOLUTION URGING THE DESCHUTES COUNTY COMMISSIONERS TO
DEVELOP A LONG-TERM SOLUTION TO THE FUNDING OF THE SHERIFF'S
OFFICE THAT IS FAIR AND EQUITABLE TO ALL
WHEREAS, the Bend City Council recognizes that providing for the public safety
of its citizens is a primary responsibility of government, and
WHEREAS, the Bend City Council recognizes the growing crisis in law
enforcement funding at both the city and county levels, and
WHEREAS, recent questions have been raised concerning the allocation of the
Sheriff's expenses between city and county residents, and
WHEREAS, the Bend City Council encourages the efforts of both county and city
governments to properly fund public's safety, the Bend City Council adopts the following
resolution,
THE CITY COUNCIL DOES RESOLVE AS FOLLOWS:
SECTION ONE:
To support the approval of the proposed Sheriff's levy as the best possible short-term
solution.
SECTION TWO:
To urge Deschutes County Commissioners to appoint a "blue ribbon" committee to
recommend a long-term solution to the funding crisis that is fair and equitable to all.
SECTION THREE:
To urge Deschutes County to allow cities to select an appropriate number of committee
members to broaden participation in the dialogue and to require the committee to work
within a tight timeframe so as to place a recommended solution before Deschutes
County voters as soon as possible, preferably by the November 2004 election.

RESOLUTION NO. 2006-19
A RESOLUTION OF THE CITY OF REDMOND IN THE MATTER OF THE
FORMATION OF A COUNTYWIDE SHERIFF'S OFFICE SERVICE DISTRICT
IMPOSED BY DESCHUTES COUNTY.
WHEREAS, the City of Redmond desires that the issue of the formation of the
Deschutes County Sheriffs Office Service District be presented to the citizens of
Redmond.
NOW, THEREFORE, BE IT RESOLVED THAT the City of Redmond does hereby
approve that the area within the boundaries of the City of Redmond be included in the
proposed Deschutes County Sheriffs Office Service District election scheduled for
November 2006.

A RESOLUTION OF CITY OF SISTERS AUTHORIZING THE AREA WITHIN THE
BOUNDARIES OF THE CITY OF SISTERS BE INCLUDED IN THE PROPOSED
DESCHUTES COUNTY SHERIFF'S OFFICE SERVICE DISTRICT.
WHEREAS, Deschutes County desires to stabilize funding for the operations of the
Deschutes County Sheriff's Department, and
WHEREAS, options for stabilizing Sheriff's Office funding were identified and
extensively studied by a Blue Ribbon Citizen Advisory Committee over a period of several
months, and
WHEREAS, the Blue Ribbon Committee recommended the formation of a countywide
Sheriff"s Office Service District with a permanent taxing rate, now, therefore,
IT IS HEREBY RESOLVED that the City of Sisters does hereby authorize that the area
within the boundaries of the City of Sisters be included in the proposed countywide Sheriff's
Office Service District, to be submitted to the voters during the November, 2006 election.

NOTICE OF HEARING
BY THE BOARD OF COUNTY COMMISSIONERS
OF DESCHUTES COUNTY, OREGON
A public hearing regarding the proposed formation of the Countywide Law Enforcement
District (District 1) will be held on Wednesday, July 5, 2006, at 10 a.m. in Barnes Room,
Deschutes Services Center, 1300 N.W. Wall St., Bend, Oregon. The Board of County
Commissioners, of Deschutes County, Oregon, has entered an order declaring its intention
to initiate this formation.
The boundaries of the proposed district are the boundaries of Deschutes County as described
in ORS 201.090. The proposed Deschutes County Law Enforcement District will include
all of the territory within Deschutes County including the incorporated areas of the Cities of
Bend, Redmond, Sisters, Sunriver and Black Butte Service District.
The proposed district shall be referred to as the "Countywide Law Enforcement District
(District 1)."
The proposed district has a proposed permanent rate operating tax limit for of $1.25 per
$1,000 assessed value.
The purpose of the proposed formation is to provide law enforcement services, not including
patrol or investigative services, for the population inhabitants within Deschutes County in
accordance with ORS 451.010.
All interested persons may appear and be heard.
The meeting location is wheelchair accessible. For the deaf or hard of hearing, an
interpreter or assisted listening system will be provided with 48 hours notice. Materials in
alternate formats may be made available with 48 hours notice. To arrange for these services
