Luke and Michael M. Daly; Commissioner Bev Clarno was out of the office. Also present were Mike Maier, County Administrator; and, for a portion of the meeting, Judith Ure and Teresa Rozic„ Commissioners' Office; Sue Brewster and Les Stiles, Sheriff's Office; and two other citizens. No representatives of the media were present. The meeting began at 1: 30 p. m. 1. Discussion of Sheriffs Ballot Measure. Sheriff Stiles gave an overview of the funding measures, which failed because of a lack of majority, although the percentages indicate the measures would have passed otherwise. Sue Brewster said that she is working with the cities to obtain resolutions of support. The Sisters resolution would have changed since the previous one since they have since annexed property. Filing for the fall election must be done by June 2; the appropriate hearing dates will be scheduled. 2. Consideration of Chair Signature of Document No. 2006-234, an Agreement with the Oregon Department of Transportation regarding Specialized Transportation Services. Judith Ure advised that this agreement relates to transportation provided to handicapped persons and others. DALY: Move approval. LUKE: Second. Teresa Rozic asked the Board to approve an extension of close of escrow on lots 64 and 65 in the Newberry industrial park. DALY: Move approval. LUKE: Second. VOTE: DALY: Yes. LUKE: Chair votes yes. Ms. Rozic said that 19 lots from the previous auction were authorized for private sale at the minimum bid; three were sold off the County website. The Board will need to sign the sale agreements. An Order is being drafted to authorize the County Administrator and Susan Ross to sign the sale agreements if the Board is not available. 4. Communications Update. Mike Maier proposed that the United Way activities Anna Johnson is involved in be limited to in-house so that so much of her time is not utilized with this program. He also suggested that Department Heads handle United Way pledges within their departments, since they meet often anyway. This will be an item for discussion at the next department headsBOCC general meeting. Minutes of Administrative Liaison Monday, May 22, 2006 Page 2 of 3 Pages 5. Other Items. Mr. Maier stated that the Sheriff has requested an increase in his mileage stipend from $450 to $600, primarily due to the greatly increased cost of gasoline. The Sheriff uses his own vehicle, and the stipend is meant to cover gasoline, maintenance, insurance and so on. He uses his own vehicle to avoid tying up a patrol car, since he needs to be available at all times. DALY: Move approval of an increase to $525, effective July 1. LUKE: Second. VOTE: DALY: Yes. LUKE: Chair votes yes. Commissioner Daly said that he has received another request from Dick Tobiason for special signs honoring veterans to be installed on various highways. The Board indicated that since all of the locations listed are on state highways, the County has no authority to place these signs. Commissioner Daly will contact Mr. Tobiason to advise him to contact the appropriate persons at the state. Being no further items discussed, the meeting adjourned at 2:10 p. m. Since Anna Johnson has undertaken the annual project, County employees have won three awards for their generosity -The campaign significantly consumes atleast five hours a week at the Communication desk from August to November each year Mike Maier has been consulted on this issue and agrees that another option can be considered for the County's United Way campaign. Campaign Proposal of Responsibilites: It is proposed that Anna Johnson will no longer schedule or conduct presentations to all Departments. Department Heads hold monthly, if not weekly meetings with staff on a regular basis. During the UWay campaign, department heads can distribute UWay materials at one of these meetings, and UWay loaned executives and staff can make brief presentations and answer questions for departments. "Dick" Tobiason LTC US Army Retired 22325 White Peaks Drive Bend, OR 97702 388-5591 May 12, 2006 Board of County Commissioners, Deschutes County 1300 Wall St. Bend, OR 97701 44 Chu Dear Commissioners Luke, Daly, and Clarno: We veterans are delighted that the County has honored its veterans and first responders with the new memorial at the Court House dedicated last Veterans Day. As Commissioner Luke stated, the memorial was motivated by a memorial at the Klamath County Court House. Also to its credit, Deschutes County has honored its veterans including the only Medal of Honor recipient living in Oregon by the naming a County bridge the "Robert D. Maxwell Veterans Memorial Bridge". While both memorials are grand, they are in locations that do not experience as much public visibility as memorials on roadways as many other government entities have done throughout the nation. The veterans memorial signs at the "Rex T. Barber Veterans Memorial Bridge" on US 97 in Jefferson County and the "We Honor Veterans" signs in Klamath County are examples adjacent to our county of memorials with increased public exposure. I propose Deschutes County install six or more "Veterans Memorial Highway" signs at County lines on US 20, US 97, SR 31, and SR 126. This would extend the honors Klamath County has established with its "We Honor Veterans" signs on State and Federal highways two (SR 31 and US 97) of which are on highways common to our County. A sign at our County line on US 97 near the Barber bridge would also tie us in nicely with Jefferson County. The proposed signs would be highly visible to the traveling public and honor Deschutes County's veterans-those 15,000 now living, those who have gone before us, and those who will succeed us. Living veterans now number one of every nine men, women, and children living in our County. In our travels throughout the United States, we have found many instances where counties and states have installed "Veterans Memorial Highway" signs on both rural and interstate highways. I can provide examples if you wish. From a review of the Oregon Department of Veterans Affairs list of veterans memorials, I find I- 205 near Portland designated "Veterans Memorial Highway" to be the only highway so designated in Oregon. This honorific designation was requested by the Vietnam Veterans of America in Portland. A "Veterans Memorial Highway" sign on I-205 can be viewed at: http://www.vvamc.com/veteranshM.htm. A photo of the sign is also attached. J ODOT OAR 734-057-0010 "City/County Entrance Program" allows Counties to name roads as I herein request. I am sending a copy of this letter to the Central Oregon Veterans Council with hopes it would endorse the proposed honorific signs. Thank you for your consideration.
