BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON
An Order Declaring the Result of the May 16,
2006 Election on the Formation of the ORDER NO. 2006-091
Countywide Law Enforcement District
(District 1) and Forming the District.
WHEREAS, an election was held in Deschutes County, Oregon on May 16, 2006, on the
measure set forth in Exhibit A concerning the proposed Countywide Law Enforcement District
(District 1); and,
WHEREAS, the abstract of votes for the Countywide Law Enforcement District (District
1), a copy of which is attached as Exhibit B, certifies that the minimum fifty (50%) percent of
registered electors of the District did not cast their ballots at the election, as required under Art.
XI, Sec. 11 (8) (a); and,
WHEREAS, ORS 198.820 (1) requires the Board to canvass the votes and declare the
District petition dismissed if the Board determines that the majority of the votes cast opposed
formation of the District; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
ORDERS as follows:
Section 1. At the election held in Deschutes County, Oregon on May 16, 2006, as
evidenced by the abstract of votes, a copy of which is attached as Exhibit B and incorporated by
reference herein, 31,641electors constituting 41.1 percent of the registered electors in the
District cast ballots on the issue of formation of the District and, of those electors, 21,050
electors voted "yes," 10,591 voted "no" on the measure captioned "COUNTYWIDE LAW
ENFORCEMENT DISTRICT and ESTABLISH TAX RATE LIMIT", as set forth in the attached
Exhibit A, incorporated by reference herein.

Section 2. Because the number of electors who voted do not represent at least fifty
percent (50%) of the electors registered in the proposed district and a majority of the electors
voting approved the formation of the proposed district, the measure is declared not to have
passed and the District will not formed.

CAPTION (10 Words)
COUNTYWIDE LAW ENFORCEMENT DISTRICT with PERMANENT TAX RATE LIMIT
QUESTION (20 Words)
Shall Countywide Sheriffs District be formed with maximum permanent tax limit of $1.25 per $1,000 assessed value beginning July 2007?
This measure may cause property taxes to increase more than three percent.
SUMMARY (175 Words)
This measure may be passed only at an election with at least a fifty percent voter turn out.
Currently, the Sheriff's Office is funded by a three year operating levy that expires June 30, 2007.
This proposed permanent tax rate would fund a Sheriff's law enforcement district to provide countywide sheriff services.
It is not in addition to the expiring levy.
The annual district rate will be approved by the Citizen/Commissioner Budget Committee. The maximum rate is not expected to be reached until 2013.
Passage would fund the following services for all county residents, including residents within cities, Sunriver and Black Butte Service Districts and
unincorporated areas:
➢ Adult Jail Staffing/ Operations ➢ Emergency Disaster Planning ➢ Inmate Work Crews
➢ Courthouse Security ➢ Search & Rescue
➢ Work Release Center ➢ Civil Process, including serving criminal ➢ Otherelelgally/mandated services
➢ Prisoner Transports subpoenas, restraining orders
