Luke, Bev Clarno and Michael M. Daly. Also present were Mike Maier, County Administrator; and, for a portion of the meeting, Susan Ross, Teresa Rozic and Anna Johnson, Commissioners' Office; Kevin Harrison, George Read and Catherine Morrow, Community Development Department; Mark Pilliod, Legal Counsel; media representatives Chris Stollar of The Bulletin and Brittney Hopper of News Channel 21; and five other citizens. The meeting began at 10:00 a. m. 1. Discussion of La Pine Incorporation Process. Bob Cox, Jayne Benner, Kitty Shields, Bernie Roberts and Rose Alsbury presented information on the proposed incorporation of La Pine, which they hope to see on the November general election ballot. They had surveyed the general area and found that approximately 65% of those people contacted were in favor of incorporation. The area to be included would be the close-in area near downtown to Wickiup Junction. Town hall meetings have been held to get public input. The group discussed in generalities the issues of an estimated tax rate, how to budget and staff, the annexation process, and how to develop a city charter and recruit councilors. Mr. Cox stated that the group is in need of funding to obtain legal assistance to address these issues, and asked if the Board could provide economic development funds for this purpose. The deadline for filing for November is August 2. After further discussion, the Board took action. CLARNO: Aye. LUKE: Chair votes yes. 2. Consideration of Signature of Order No. 2006-078. The Order relates to a review of the Hearings Officer's decision on the Waldron lot of record verification. DALY: Move that the Board hear this appeal. CLARNO: Second. VOTE: DALY: Yes. CLARNO: Aye. LUKE: Chair votes yes. 3. Discussion of Oregon Security Transport Services. Scott Johnson presented a letter and recommended obtaining these services, which are a part of the regular process through the State. DALY: Move approval. CLARNO: Second. VOTE: DALY: Yes. CLARNO: Aye. LUKE: Chair votes yes. 4. Project and Property Update. Teresa Rozic presented two full-price offers for Newberry Business Park lots. DALY: Move Chair signature. CLARNO: Second. Minutes of Administrative Liaison Monday, May 15, 2006 Page 2 of 4 Pages Susan Ross advised that another offer may be coming from Silvan Power Company; they have been advised that any offers need to go first to LIGI. Teresa Rozic explained that per the comprehensive plan, the County is to maintain ownership of lands located near rivers and springs if they have been given a park designation. Six County-owned parcels in this category were accidentally offered for sale, and four were actually sold. One is located on the river, the others are not; none are buildable at this time. The County can vacate the park designation for these individual lots, or find out if the purchasers would void the transactions. Ms. Rozic will be visiting the lots with the County Forester later in the week. Commissioner Luke stated that a main reason for selling the lots is to get them cleared of hazardous material. He would prefer vacating the designation. Mark Pilliod will be preparing an order to accomplish this. Susan Ross said that the language relating to the sale of County-owned property is being clarified. 5. Economic Development Grant Requests. La Pine Rodeo Association - $3,500 total (Commissioner Luke $500; Commissioner Daly, $2,000; Commissioner Clarno $1,000) Women's Resource Center - $1,500 ($500 each Commissioner) Cascade Festival of Music - the Commissioners wished to review this further 6. Communications Update. Anna Johnson said that the budget newsletter is being finalized. 7. Other Items. Mark Pilliod stated that he needed Board approval of the employment contract for Dave Kanner. Catherine Morrow explained the Measure 37 claim from Kim and Sally Ward. The clock will be extended on this issue. The group then discussed the possibility of low-income housing on property owned by the County. There are two possible locations - one across the highway from Juniper Ridge, the other off 27th Street, behind the Road Department. The City would handle the annexation, waive SDC's, provide sewer and water services, roads, transportation and parks. Being no further items discussed, the meeting adjourned at 10:55 a. m.
