MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 12, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke and Michael M. Daly; Commissioner
Bev Clarno was out of the office. Also present were Mike Maier, County
Administrator; and, for a portion of the meeting, Susan Ross, Anna Johnson and
David Givans, Commissioners' Office. Also present were Erik Lukens of The
Bulletin and Shaliz Koleini of News Channel 21; and citizen Jan Eggleston.
The meeting began at 1: 30 p. m.
1. Discussion of Requests for Economic Development Grant Funds.
Deschutes Children's Fund
The request is for $100,000, which would go towards capital fundraising for an
eastside facility. $50,000 had originally been included in the budget, but the
Budget Committee declined to include it, and advised that the Board should be
approached to consider it.
Jan Eggleston said that the City of Bend provided the land, five acres near
Ensworth School. The budget is $3.9 million and $2.4 million has been raised.
They would like to break ground in the fall, but need solid pledges first.
A lengthy discussion occurred. Commissioner Luke asked that this item be
considered at the next Administrative Liaison when Commissioner Clarno is
present.
La Pine Community Kitchen
Commissioner Luke said it is unclear what the funds would be used for; if it is
for remodeling purposes, he would grant $1,000. Commissioner Daly agreed
on $1,000 as well. Susan Ross will find out the specific details.

2. Property and Project Update.
Susan Ross brought up the issue of the person who bought a County-owned
property through the auction process and now wants out of the purchase due to
hardship.
After a brief discussion, the consensus was that the County cannot set
precedence by letting someone back out of the sale.
3. Update on Solid Waste Fee Waivers.
Regarding Resolution No. 2006-058, solid waste fee waivers, after a brief
discussion the Board took action.
DALY: Move approval.
LUKE: Second.
VOTE: DALY: Yes.
LUKE: Chair votes yes.
4. Other Items.
Regarding Greer vs Deschutes County relating to the J Bar J Girls Ranch
application, the Board discussed withdrawing it from reconsideration at LUBA,
and not seeking money for copies.
DALY: Move approval.
LUKE: Second.
VOTE: DALY: Yes.
LUKE: Chair votes yes.
Being no further items discussed, the meeting adjourned at 2:05 p.m., at which
time the Board went into executive session.
