DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JULY 319 2006
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Michael M. Daly and Bev Clarno.
Also present were Dave Kanner, County Administrator; Sue Brewster, Sheriff's
Office; Jeanie Young, Health Department; Becky Wanless, Parole & Probation
Department; George Kolb and Michael Barta, Road Department; Tom Anderson
and Kevin Harrison, Community Development Department; Mark Pilliod, Legal
Counsel; Court Administrator Ernie Mazorol; Anna Johnson and Susan Ross,
Commissioners' Office; Doug Seator, Sunriver Service District; media
representative Keith Chu of The Bulletin; and twelve other citizens.
Chair Dennis Luke called the meeting to order at 10: 00 a. m.
1. Before the Board were Adjustments to the Agenda.
None were offered.
2. Before the Board was Citizen Input.
None were offered.
3. Before the Board was Discussion and Action Regarding a Violation of the
Employee Parking Policy.
Susan Ross stated County policy indicates violators of the employee parking
policy must come before the Board. There is a problem with employees
parking in visitor spaces, especially around the Courthouse.

Gabrianne Hall of the State, who violated the policy, came before the Board.
Commissioner Luke explained the reasons for enforcement. Ernie Mazorol said
the violation was just for a little while, and that it won't happen again.
4. Before the Board was a Presentation of the Prante Prevention Award to
Yancy Wilkenfeldt for her Work Coordinating the Redmond Youth
Prevention Team.
Ken Mathers gave an overview of the annual award and how Yancy
WIlkenfeldt was selected. She is very involved in substance abuse prevention
work in the community. The Commissioners awarded a plaque and certificate
to her. She explained that she could not have done the work without others on
the team, parents and concern youth.
5. Before the Board was Discussion and Consideration of Chair Signature of
Document No. 2006-392, Amending an Agreement with the State of Oregon
regarding Health Department Services.
Jeanie Young gave a.brief overview of the agreement.

6. Before the Board was Discussion and Consideration of Signature of
Document No. 2006-371, a Mutual Aid Intergovernmental Agreement
between Ten Counties regarding Public Health Incidents and Emergencies.
Dave Kanner explained each agency will cover its own liability issues.

Document No. 2006-390, an Intergovernmental Agreement with the
Department of Revenue regarding Electronic Monitoring Collection
Services.
Becky Wanless explained the document.

8. Before the Board was Discussion and Consideration of Chair Signature of
Document No. 2006-391, an Intergovernmental Agreement with the
Department of Revenue regarding Parole and Probation Collection
Services.

VOTE: DALY: Yes.
CLARNO: Aye.
9. Before the Board was a Public Hearing, and Consideration of Signature of
Resolution No. 2006-102, Directing the County to Make Manzanita Local
Improvement District Improvements.
George Kolb stated that he has received one letter against the LID, but there
were about 75% of the property owners in favor.
This item is scheduled for the Wednesday, August 2 Board meeting.
10. Before the Board was Discussion and Consideration of Signature of
Resolution No. 2006-103, Declaring the County's Intent to Issue
Obligations to Reimburse the County for Certain Expenditures for the
Manzanita Lane Local Improvement District.

No. 2006-121, Forming the Countywide Law Enforcement District and
Ordering that a Measure to Form the District be Placed on the November
7, 2006 General Election Ballot.

12. Before the Board was Discussion and Consideration of Signature of Order
No. 2006-123, Forming the Rural Law Enforcement District and Ordering
that a Measure to Form the District be Placed on the November 7, 2006
General Election Ballot.
This item is scheduled for the Wednesday, August 2 Board meeting.
13. Before the Board was Discussion of a Hearing, and Consideration of
Signature of Order No. 2006-109, a Measure 37 Claim (#M37-06-80;
Claimant: Goodwin).
This item was continued at the applicant's request to August 30, 2006
14. Before the Board was Consideration of a Final Decision regarding a Lot of
Record Verification Appeal (File #s A-05-14, LR-05-56; Applicants: Elroy
and Rena Waldron).
Kevin Harrison gave a brief overview of the item. Commissioner Luke said the
Board has not had a chance to speak with staff in detail due to conflicting
schedules. The Commissioners would like to refresh their memory on this issue
and meet in a work session with staff.
A person from the audience asked if she could be present at the work session.
She was advised that when two Commissioners are present, the public is invited
unless it is executive session.
15. Before the Board was Discussion and Consideration of Signature of
Resolution No. 2006-105, Increasing the Change Fund for the Annual
County Fair.

DISTRICT
16. Before the Board was Discussion and Consideration of Signature of
Resolution No. 2006-104, Authorizing the Sunriver Service District
Operating Fund to Borrow from the Reserve Fund.
Doug Seator indicated that the District needs to borrow funds until tax revenue
comes in to the District in November.
