MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 7, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were County Administrator Dave Kanner; Anna Johnson, David
Givans, Teresa Rozic and Susan Ross, Commissioners' Office; and media
representative Keith Chu of The Bulletin. No other citizens were present.
The meeting began at 1: 30 p. m.
1. Communications Update.
Anna Johnson said the annual fair went well, with very good attendance. She is
currently working on other projects.
2. Project & Property Update.
Susan Ross explained that Bethlehem Inn needs a new location, something
permanent so they do not have to keep moving. They are raising funds for
materials and volunteers would build the structure; however, they need the land.
There are several locations that might be considered. One is the Cascade
Avenue area in Redmond. Another is the Hammond house on Deer Valley
Road. Both are problematic, however; Redmond is too distant from Bend, and
the other is in a residential area.
Dave Kanner suggested that property located in the fringe area of industrial
zoning is best, and asked if there is a potential to swap property with a private
party.

Commissioner Luke stated that this should be the responsibility of all local
government entities, not just the County, but the cities do not seem willing to
help. Commissioner Clarno agreed.
There was discussion on the large acreage adjacent to the Road Department as
well. Ms. Ross asked about the land near Juvenile Community Justice;
however, the Board wants to keep this land available for expansion of law
enforcement facilities.
Dave Kanner directed Susan Ross to work with Denny Maloney and the City to
investigate block grant funds and possible locations.
3. Discussion of Economic Development Grant Requests.
Habitat for Humanity is looking at purchasing ten acres for a subdivision, and
has asked for a grant of $2,050. The Commissioners agreed to split the amount.
The Children's' Vision Foundation has asked for funding for vision testing.
Commissioner Luke said that he feels this should be the responsibility of the
Bend-La Pine School District. Commissioners Daly and Clarno each granted
$1,000.
Commissioner Luke granted $1,500 towards Leadership Bend.
4. Report on County Property near Crestridge Estates Subdivision.
Teresa Rozic gave an overview of the issue, which involves a complaint from
an adjacent property owner who claims that all-terrain vehicles are causing
damage to County land.
She said that she spent hours on the property, and noted that there is no public
access in the immediate vicinity, although there is a well-established dirt road
on the property. She followed the ATV tracks but saw little damage. The
property appears to be used by local residents on foot or on horseback.

She said the Bureau of Land Management is closing off adjacent properties to
the public because of problems. However, there does not seem to be the same
type of problem with the County-owned property.
Dave Kanner suggested that a County policy be instituted to address these types
of issues so that there will be an established process when the next complaint is
received regarding County lands.
He said he will respond to the complainant, and directed Susan Ross and Teresa
Rozic to check the policies of other counties to find out how they address this
type of situation.
5. Review of Certain County Policies.
Dave Kanner stated that there are several policies that he feels the Board should
rescind immediately, as they are either outdated, conflict with each other or
conflict with law. Legal Counsel agrees. He then wants to revamp the other
policies, changing the format and combining those that should be combined and
renumbering them all.
In regard to Personnel Rules, he wants to see a basic framework and a
standardized format.
He has drafted a food and refreshments policy, which allows food and
beverages to be provided by the County only under specific circumstances. He
feels that the County should not provide food and beverages to County
employees. Commissioner Luke stated that this is a major change to a long-
term tradition, and he would like more discussion on this item first.
6. Review of Agenda Items (for the Wednesday, August 9 Business Meeting).
None were addressed.
7. Other Items.
In regard to noticing Board meetings, Mr. Kanner explained that a meeting need
not be noticed unless the Board members are talking with each other and
deliberating an issue.

Regarding the upcoming Commissioner/Department Head meeting, he would
like the Commissioners to excuse themselves shortly after the meeting begins
so he can talk freely with the department heads. He also directed staff to invite
only department heads or their designees, and not supervisors or managers.
Being no further items brought before the group, the meeting adjourned at 3:25
p.m.
