MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, AUGUST 9, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were County Administrator Dave Kanner; Anna Johnson and Susan
Ross, Commissioners' Office; Dan Peddycord, Health Department; Mark Pilliod,
Legal Counsel; media representative Deanne Goodwin of News Channel 21; and
three other citizens.
The meeting began at 1: 30 p.m.
1. Update on Healthy Start Program Changes.
Dan Peddycord gave an overview on funding changes for the Healthy Start
program. St. Charles Medical Center and the St. Charles Foundation are
considering how their funds are being disbursed, and it is possible some funding
will be taken from this program. In addition, federal funding that is funneled
through the State is also being reduced. This comes at a time when the number
of clients needing these services is increasing dramatically.
Mr. Peddycord said he wanted to keep the Commissioners informed of this
situation.
In regard to youth suicide, Deschutes County has the highest attempted suicide
rate in the state in ages 19 to 24 years. Mr. Peddycord said that a grant has been
received to study the problem and to help intervene so that a second suicide
attempt does not occur. However, St. Charles Medical Center is reluctant to
provide the necessary information on the youth who are vulnerable so that
services can be provided.

He said he would continue working with SCMC to make sure the funding is not
lost.
Mr. Peddycord advised the Board that Malheur County has reported three cases
of West Nile virus.
2. Update of Proposed Home Rule Charter Process.
Mark Pilliod gave an overview of the home rule charter, as proposed. It will be
on the November ballot.
Ed Fitch, who had been on the home rule charter committee, stated that this
proposed change is not a reflection on any member of the Board or their
policies; he feels that this will help Deschutes County in the future, especially
since it has been dominated by one political party for the past decade. He feels
it is not healthy for one party to dominate for such a long period of time.
The most controversial feature is the part-time status. Commissioner Luke
stated that in reality the job would not be part time, as just land use issues can
take more than 20 hours a week.
3. Discussion of Bend 2030 Vision Process Appointments.
Dave Kanner asked if the County is to appoint someone to this group, and how
Catherine Morrow ended up on the committee. He was advised that there are
six action teams, with Ms. Morrow and Steve Jorgensen participating.
Mr. Kanner advised that the 9-1-1 Executive Board has decided to not place a
levy on the November ballot since there are so many money issues on it
already. They will attempt passage of a levy in May 2007, even though a
double majority vote is needed.
He also said that he understands they are very close to offering the Director
position to someone.
Being no further discussion, the meeting adjourned at 2:30 p. m.

Here is some data on Youth Suicide in Deschutes County
Youth Suicide Attempts: (Documented by visits to the Hospital or death)
• Since 1990 the number of adolescent suicide attempts have almost doubled in
the State overall, while they have increased fourfold in Deschutes County.
• Across Oregon: 75% of suicide attempts are among females
• There were 63 documented youth suicide attempts age 11-17 in Deschutes
County in 2003.
• Suicide attempt rate for Deschutes among the 18-24 population is 114.85
per 100,000. This rate is higher than the state rate of 83.84 per 100,000
among 18-24 year olds from 1999-2003.
Youth Suicide Deaths:
• 2000-2004 (2 deaths under age 19)
0 2000-2004 (6 deaths age 20-24)
• Suicide is the 2nd leading cause of death for 15-24 year olds.
• Suicide death rate for 18-24 age group in Deschutes is: 10.44 per 100,000
during the years 1999-2003. This rate is below the state rate of 14
• Across Oregon : 85% of youth suicides are among males.
Young adult population for Deschutes county is estimated to be: 10,064.

BALLOT TITLE
CAPTION: Adoption of a Home Rule Charter for Deschutes County
QUESTION: Shall the proposed Deschutes County Home Rule Charter be adopted?
SUMMARY: The proposed home rule charter creates the structure of county
government.
The proposed home rule charter would expand the number of commissioners from three
to five. Each commissioner would be elected from a geographic district. These
geographic districts are shown on a map and are approximately equal in population. The
proposed home rule charter shortens the length of the term of office for two of the current
commissioners standing for election this year.
Commissioners would not be affiliated with political parties and their compensation is set
at $30,000.00 per year with benefits. Day-to-day administration of county operations
would be the responsibility of a professional administrator appointed by the
commissioners.
The proposed home rule charter requires approval of the electors of the county before the
commissioners could either impose or provide an exemption from taxation.
The elected offices of Assessor and Treasurer would become appointed positions after the
expiration of the incumbent's terms of office. Sheriff and County Clerk remain non-
partisan elected positions.
Amendments to the charter would require approval by the voters of the county
