MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 269 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were County Administrator Dave Kanner; and Susan Ross and Anna
Johnson, Commissioners' Office. No members of the media or other citizens were
present.
The meeting began at 1: 30 p. m.
1. Consideration of Lottery Grant Requests.
Kelly Cannon-Miller and Jon Sholes, representatives of the Deschutes
Historical Society, were present to answer questions about their request for
funding. They indicated they would like to devote more funding to marketing
efforts, as well as expanding exhibition space and providing better access.
After a lengthy discussion, the Board indicated they would address this request
at the next meeting to be held on July 5.
In regard to a request for funding from the Deschutes Children's Foundation, it
was pointed out that the City of Bend donated land, as they had no cash
available to match funds. The Board decided to grant $20,000 off the top of the
fund, and said the group could come back later to request further funding.
Regarding a request from Cascade Youth & Family Center, Commissioner
Luke granted $500 and Commissioners Clarno and Daly each granted $1,000.
The Board determined that they did not want to grant funds to Central Oregon
Workforce Investment Board to go towards a speaker's fee.

2. Before the Board was Approval of Chair Signature of a Certification of
Local Approval for Nonprofit Organizations.
CLARNO: Move approval.
DALY: Second.
VOTE: DALY: Yes.
CLARNO: Aye.
LUKE: Chair votes yes.
3. Property and Project Update.
There were no items to discuss.
4. Other Items.
A discussion took place regarding funding for Blackberry devices.
Commissioner Daly passed out a memo drafted by former County
Administrator Mike Maier. He indicated he thought it was appropriate for the
County to cover the $74 license fee, since he has never taken a phone stipend
and seldom uses his cell phone.
None were discussed.
Being no other items discussed, the meeting adjourned at 2:55 p. m., at which time
the Board went into executive session, called under ORS 192.660(1) (e), real estate
negotiations; and ORS. 192.660(1) (d), labor contract negotiations.
