MINUTES OF ADMINISTRATIVE LIAISON
DESC1 UTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JULY 249 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were County Administrator Dave Kanner; Susan Ross,
Commissioners' Office; media representative Keith Chu of The Bulletin, and one
other citizen.
The meeting began at 1: 30 p.m.
1. Communications Update.
None was offered.
2. Project & Property Update.
Susan Ross explained that a reversionary clause held on a portion of property
owned by the Humane Society of Redmond needs to be released so that the
property can be used for a road easement for an adjacent property owner. The
Commissioners stated that the funds received by the Society need to be used for
capital items only.

3. Discussion of Lottery Grant Requests.
Bud Prince of REDI (Redmond Economic Development, Inc.) gave an
overview of the group's request for grant funding. The funds would be used for
leadership and supervisory training.
A grant in the amount of $10,000 was given, with each Commissioner
providing one-third.
Commissioner Luke granted $1,000 to the Sisters Folk Festival.
Commissioners Daly and Clarno split a grant of $3,760 for Central Oregon
Military Officers' Association of America- display project.
4. Discussion of Affordable Housing.
Dave Kanner indicated that Pacific Crest Development is looking into
providing low-income housing in Northwest Crossing. They would like to
apply for a tax credit, which is a competitive program through the federal
government. The project would have to remain low-income for sixty years.
Commissioner Luke was concerned about supporting one entity when it is a
competitive program. The Board decided a generic letter of support would be
appropriate.
Dave Kanner said he and Susan Ross met with the City regarding housing
issues. A joint meeting of the City Council and Board will be scheduled for
5:00 p.m. on Wednesday, September 6. Specific staff recommendations and
proposals should be available at that time. Commissioner Clarno pointed out
that this is a problem in other parts of Central Oregon, not just within Bend.
5. Other Items.
Catherine Morrow and Laurie Craghead have revised the draft of the La Pine
incorporation documents, which will be published on Monday, July 31. All of
the documents need to be back to the County from the PAC attorney no later
than July 25.

Dave Kanner stated that he is working on County policies, some of which are
out of date and others conflict with each other and federal law.
This project needs to be completed as soon as possible to limit the County's
exposure.
Mr. Kanner and the Commissioners discussed the scheduling of meetings.
After a lengthy discussion, it was decided that there will be two "work
sessions" each week, and just one Board "business" meeting. Mr. Kanner said
he polled the department heads and most of them are interested in this change.
Commissioner Luke stated that he likes having the department updates, and
feels they are important. Mr. Kanner said that for the most part the items
discussed at these meetings are administrative in nature, and do not need to
come before the Board.
Commissioner Daly suggested that any Commissioner who wants to interact
more with the departments should arrange to do so on his or her own time.
Commissioner Clarno agreed, and added that there are too many meetings and
they are not very productive.
Being no further items brought before the group, the meeting adjourned at 3:25
P. M.
