MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JULY 319 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were County Administrator Dave Kanner; Anna Johnson and Susan
Ross, Commissioners' Office; Laurie Craghead, Legal Counsel; Terri Payne, Tom
Anderson and Catherine Morrow, Community Development; and media
representative Keith Chu of The Bulletin; and three other citizens from LIGI: Lee
Smith, Ted Scholer and Darwin Thurston.
The meeting began at 1: 30 p.m.
1. Communications Update.
Anna Johnson stated a daily update of the annual fair will be provided by at
least the local radio stations.
2. Review of La Pine Incorporation Land Use Findings.
Catherine Morrow reviewed a staff report with draft findings, mostly addressing
land use issues. She went over a list of questions that the Board will need to
address at the August 7 hearing.
3. Continued Discussion regarding Meeting Schedule.
Commissioner Luke stated that he prefers meetings be schedule as much as
possible on Mondays and Wednesdays. After a brief discussion, it was decided
that "work sessions" will be held on Monday afternoons at 1:30 and Wednesday
afternoons at 1:30. The Monday meeting will take the place of the current
administrative liaison, and will also include executive sessions as needed.

The Board will also have department heads attend on Mondays to answer any
questions about their agenda items for the Wednesday, 10:00 "business
meeting". The deadline for agenda items for the Wednesday business meeting
is noon on the preceding Wednesday. This will allow time for Legal Counsel
and/or Dave Kanner to review the item to decide if it should be on the agenda
or if it can be approved by Mr. Kanner or a department head. The Wednesday
afternoon work session will provide a venue for department heads to bring
before the Board any issues they wish to discuss with them.
4. Other Items.
A discussion took place regarding Davenport Power, who wants to place a
power generating plant near Newberry Crater. They would like to meet with
the Commissioners to discuss tax abatement, which is granted by the State.
They took over the Vulcan Power leasing rights with the use of private
investments.
The group briefly discussed the Don Hammond foreclosure issue.
DALY: Move that the two contractors be paid provided they were, at the
time of the work being done, licensed and bonded, and the amount
charged for the work is justified; with the warranty documents are
to be transferred to the County.
CLARNO: Second.
VOTE: DALY: Yes.
CLARNO: Aye.
LUKE: Chair votes yes.
DALY: Move that the homestead exemption for Don Hammond be denied.
CLARNO: Second.
VOTE: DALY: Yes.
CLARNO: Aye.

DALY: Move that the County accept the settlement offer on the Michele
Corby health benefits claim.
CLARNO: Second.

Being no further discussion, the meeting adjourned at 2: 35 p.m.
