Luke, Bev Clarno and Michael M. Daly. Also present were County Administrator Dave Kanner; Susan Ross, Commissioners' Office; and media representatives Ryan Stroub and Barney Lerten of News Channel 21. No other citizens were present. The meeting began at 1: 30 p. m. 1. Communications Update. Anna Johnson stated the first annual Mental Health newsletter is being completed. The Juvenile Community Justice report card will be out in August. She is working on marketing the annual fair and recruiting employees to man the County booth. Also, she is trying to obtain a list of employees who are involved in, or who have family members serving in, the National Guard. 2. Project & Property Update. The Hammond property has been foreclosed on, and the County needs to decide whether to hold it or sell. The Commissioners felt it would be better to sell the property and that the County should not become a landlord. Susan Ross said that the State Farm building was to be for the CODE team, but perhaps it could be used instead for transitional housing. The location is close to the current location and little remodeling would be required. The CODE team can go almost anywhere. Minutes of Administrative Liaison Tuesday, July 11, 2006 Page 1 of 4 Pages Dave Kanner observed that a facility will be built for 9-1-1 and this could include the CODE team and evidence room. He will speak with the Sheriff. 3. Discussion of Lottery Grant Requests. The Health Department has requested funding for the West Nile Virus Project, for surveillance. Susan Ross said that $3,000 has been budgeted, but an additional $3,000 is needed. Commissioner Clarno agreed to a $1,000 grant. The La Pine Community Action Team has requested additional funding for pre- election work on the proposal incorporation of La Pine. Commissioner Luke expressed concern about whether the funds would be used for campaign purposes, and asked for further details. 4. County Administrator Update. Dave Kanner asked for information on how travel expenses are paid, since it is hard to monitor these expenses if a lump sum is paid. He then discussed the budget process as he sees it; he would like to see departments' goals by November, along with a mission statement and objectives. Mr. Kanner explained that cable providers' franchises must be approved by the County per federal law. However, FCC enforcement is poorly done. He suggested the County negotiate a franchise fee from the providers. The funds could go into the communications budget or the general fund. Commissioner Luke suggested that these funds be used to make all of the County buildings wireless. Mr. Kanner will report back on this issue. Mr. Kanner stated that he has broad goals for his position, with changes to be made over time. Some of those general goals are: Improve the business process. Strengthen financial controls. Make efficient and effective use of Board and staff time and resources. Make sure the Board is fully informed of all County issues - no surprises. Commissioner Luke stated that he feels a Human Resources Department is needed. Commissioner Clarno added that change if okay. Communicate with the entire organization via an update on Fridays. He asked the Board is they approve of these goals. Commissioner Clarno said they are excellent. Commissioner Luke stated that he should add a budget goal that includes sufficient reserve funds. 5. Other Items. The City of Madras has asked for a letter of support of housing rehabilitation projects. CLARNO: Move approval DALY: Second. VOTE: DALY: Yes. CLARNO: Aye. LUKE: Chair votes yes. Dave Kanner said that Commissioner Clarno has proposed bringing in federal human services representatives to meet with local human services providers, possibly in October. Deschutes County would provide meeting space if appropriate, and would host dinner. Commissioner Daly suggested that Jefferson and Crook counties should be involved as well. The Board decided that the La Pine incorporation proposal hearing should be held in La Pine at 9 a.m., Monday, August 7.
