Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were County Administrator Dave Kanner; Anna Johnson, Teresa
Rozic and Susan Ross, Commissioners' Office; Tom Anderson and Catherine
Morrow, Community Development; Laurie Craghead and Mark Pilliod, Legal
Counsel; and media representative Keith Chu of The Bulletin. No other citizens
were present.
The meeting began at 1: 30 p. m.
1. Communications Update.
None were offered.
2. Project and Property Management Update.
Teresa Rozic presented an offer from Derek Bruin Company on a Newberry
Business Park parcel.
CLARNO: Move acceptance.
DALY: Second.
VOTE: DALY: Yes.
CLARNO: Aye.
LUKE: Chair votes yes.
3. Economic Development Grant Requests.
Leadership Redmond - Scholarships - $1,500 each, Commissioners Clarno and
Daly.

4. Other Items.
The Board discussed scheduling of meetings, and decided that land use matters
that are likely to take a significant amount of time out of a regular Wednesday
morning meeting should be addressed separately. Measure 37 hearings,
appeals, code amendments, decisions and other time-consuming land use issues
will be handled on Monday morning at 10:00 a.m., every week except the third
week of the month (based on the Wednesday).
Mr. Kanner advised the Board that he would be requiring a second signature on
all accounts payable vouchers. Department heads will be required to sign,
unless they designate someone else; however, the department head will be held
accountable for the expenditure.
Mr. Kanner said that he wants to require more information on the agenda
request form. He would like the information to be easily understood by anyone
reviewing it.
He is also revising the County's personnel policies, which are out of date and
not consistent. This project is a top priority.
Mark Pilliod updated the Board on the status of the Cyrus v. Central Electric
Cooperative Measure 37 case. There have been two challenges, from the Cyrus
family and from Thornburgh resort; these challenges have been consolidated.
The parties disagree on the form of judgment from the courts. There will be a
ruling on the Board decision as to whether there was enough evidence to justify
the findings, and whether the legal rulings are correct. Briefs will be submitted,
followed by oral arguments.
The judge found that the original order had a flaw because the legal description
was not entirely accurate; it was corrected by another order from the Board, but
this changed the timeframe. Therefore, the amended order was not considered.
The Board will be asked if it wants to consider a further decision.
Commissioners Daly and Luke noted that they were misquoted in the recent
Bulletin article.
Being no further discussion, the meeting adjourned at 2:25 p.m.
