MINUTES OF ADMINISTRATIVE WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 21, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were County Administrator Dave Kanner; Anna Johnson and Susan
Ross, Commissioners' Office; Debbie Legg, Personnel; Mark Amberg and Mark
Pilliod, Legal Counsel; and media representative Keith Chu of The Bulletin. No
other citizens were present.
The meeting began at 1: 30 p. m.
1. Communications Update.
Anna Johnson said:
The Citizen Update newspaper insert is being finalized. Dave Kanner has
suggested that the Commissioners include a greeting to the pubic with each
one. An article providing general information on various ballot measures
will be included.
A new communications policy is now being developed.
A federal summit for human services programs will be hosted by the County
on October 12.
2. Project & Property Management Update.
None was given.
3. Update of Demolition Landfill Property.
This item was discussed under executive session.

4. Economic Development Grant Requests.
Bend Chamber of Commerce - Commissioner Luke granted $426 for the
Central Oregon Transportation Conference, as he suggested the Chamber
host this function.
Bend Spay & Neuter Project - Capital Projects - Commissioner Daly
granted $3,582; Commissioner Clarno granted $2,000; and Commissioner
Luke granted $500, for a total of $6,082. Commissioner Daly stated that the
group is doing exceptional, much needed community work, and has just
completed its 5,000 surgery since gaining non-profit status in 2005.
Deschutes County Fair - Shuttle Service - Commissioners Clarno and Luke
granted $2,500 each.
Fairgrounds Small Group Sponsorship Program - Commissioner Daly
granted $5,000.
5. Discussion of OLCC License Approval Process.
Dave Kanner stated that many counties delegate the OLCC license application
approval process to the Sheriff, since the Sheriff's Office has to check records
anyway, and unless there is a problem the license is approved by OLCC.
OLCC completes the required comprehensive background check. The Board's
approval of these applications is basically a formality.
However, Mr. Kanner added that the Sheriff does not want to take on any
additional responsibility at this time, in part because of the time-consuming
process of working on the ballot measure for Sheriff funding. Mr. Kanner
suggested that this be addressed again after the November election.
6. Other Items.
Mark Pilliod gave an overview of the Sage View contract amendment. St.
Charles Medical Center renegotiated the rate and term with the County; the
term would be for three additional years - through June 2008 - and the rate is
based on the flow of funding to date. Dave Kanner said Scott Johnson is
preparing a question & answer sheet for the Wednesday business meeting.

Action taken after executive session:
CLARNO: Move that a Board hearing date be set for the Richard Chamberlain
Step IV grievance within the next twenty days. If he fails to make the
hearing, he would lose his rights to a future hearing.
DALY: Second.
VOTE: DALY: Yes.
CLARNO: Aye.
LUKE: Chair votes yes.
Being no further discussion, the meeting briefly adjourned at L-55 p.m. for
executive session, and then finally at 2: SS p. m.
