Luke, Bev Clarno and Michael M. Daly. Also present were Dave Kanner, County Administrator; Les Stiles and Sue Brewster, Sheriff's Office; Tom Blust, Michael Barta and George Kolb, Road Department; media representative Chris Stollar of The Bulletin; and eleven other citizens. Chair Luke opened the meeting at 10:00 a. m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was a Public Hearing, and Consideration of Signature of Resolution No. 2006-102, Directing the County to Make Manzanita Local Improvement District Improvements. George Kolb gave an overview of the item. If 50% or more show up to protest, or object in writing, it fails. Six objections have been received in writing; however, 72% of the owners are in favor. Chair Luke opened the public hearing. Being no testimony offered, he then closed the public hearing. DALY: Move approval. CLARNO: Second. VOTE: DALY: Yes. CLARNO: Aye. LUKE: Chair votes yes. Before the Board was Consideration of Signature of Resolution No. 2006- 103, Declaring the County's Intent to Issue Obligations to Reimburse the County for Certain Expenditures for the Manzanita Lane Local Improvement District. Dorothy Brown said her address is on Manzanita Lane, but she uses a different access point, and wants to be sure that portion of the road will be paved. (She left the room to discuss a map of the area with George Kolb) CLARNO: Move approval. DALY: Second. VOTE: DALY: Yes. CLARNO: Aye. LUKE: Chair votes yes. 4. Before the Board was a Public Hearing, and Consideration of Signature of Order No. 2006-121, Forming the Countywide Law Enforcement District and Ordering that a Measure to Form the District be Placed on the November 7, 2006 General Election Ballot. Sheriff Stiles and Sue Brewster came before the Board, and explained the reason for the order. This is the third public hearing on this issue. Chair Luke opened the public hearing. Before the Board was a Public Hearing and Consideration of Signature of Order No. 2006-123, Forming the Rural Law Enforcement District and Ordering that a Measure to Form the District be Placed on the November 7, 2006 General Election Ballot.
