COUNCIL MEMBERS PRESENT: George Endicott - Joe Mansfield - Jay Patrick (left at 7:35 a.m.) - Alan Unger COUNCIL MEMBERS EXCUSED: Gary Lynch COUNCIL MEMBERS UNEXCUSED: Jack Nelson - Irv Nygren COMMISSIONERS PRESENT: Dennis Luke - Bev Clarno - Mike Daly STAFF PRESENT: City Manager Mike Patterson - City Attorney Steve Bryant - Director of Administrative Services Betty Borgen - Airport Manager Carrie Novick - Fire Chief Ron Oliver - Police Chief Lane Roberts - City Recorder Patti Freauff - Human Resources Director Sharon Harris - Community Development Director Jim Hendryx - Finance Director Chris Earnest MEDIA PRESENT: Erin Marlowe, The Bulletin Mayor Unger called the workshop to order at 7:00 a.m. Introductions were made. Community Development Director Jim Hendryx distributed a preliminary schedule of workshops and public hearings relating to the Redmond Urban Growth Boundary adoption, the Redmond Code Update„ the Downtown Plan Update, and the annexation of approximately 400 acres generally referred to as the Northwest Area. This schedule includes all decisions which need to be made. Thanks were given to Mr. Hendryx and his staff for the "ambitious" schedule. Facilities in Redmond Discussion City Manager Mike Patterson commented that as the City moves forward looking for a new location for a City Hall, the County is also looking for a new building site in Redmond. It has been suggested that both entities could be housed in the same building. Several possible sites for this building have been mentioned including the lot next to the Fire Station on 5th Street, the Patrick Building next to the Becky Johnson Center, and the current County building site at 8th Street and Cascade Avenue. Commissioner Luke commented that wherever the location is, it must be close to those citizens we serve. City staff will talk with County Administrator Mike Maier regarding the Becky Johnson Center site. Mayor Unger commented that the City is committed to revitalizing the downtown area and will definitely be keeping the new City Hall location downtown. County Urban Renewal District -19th Street Discussion This potential new Urban Renewal District, proposed by Mr. Maier, must have concurrence from the City. Deschutes County Fair and Expo Center (DCF&EC) Director Dan Despotopulos commented that he is not sure this is worth pursuing anymore since the proposed water park is within the current District. Mr. Hendryx commented that the South Airport Urban Renewal District Advisory Committee has been evaluating whether to continue with the current District. A project list has been developed, and land use Legal Counsel Pam Beery is reviewing that list. Staff will be revising the list and will be creating a financial analysis as well. Depending upon the outcome, this District could be expanded by 20-25 acres, or could also be discontinued. Commissioner Luke commented that the County is very interested in extending 19th Street to Deschutes Junction and eventually through Juniper Ridge to Bend. The South Redmond Collaborative Planning Page 2 - Joint Redmond City Council / Deschutes County Commissioners Workshop - May 11, 2006 Group is studying the transportation issues in this area. All stakeholders will be involved in future discussions. Proposed Water Park Update Mr. Patterson commented that the City is in the process of acquiring some State Parks property and will immediately be selling it. A Request for Proposal was issued, with two proposals received. Council has determined to sell this property to BGJJ, LLC who will be building a new water park and hotel on this property. These transactions will close in July. The proposed timeline for opening the water park is early 2008. The hotel will house approximately 200 beds. The developer is required to build Elkhorn Avenue, an overcrossing at the railroad, and 19th Street to the end of the City limits (to the golf course). It was noted that there needs to be language added to the purchase and sale agreement for the new property owners to allow a DCF&EC readerboard on the property; however, it was noted that this requirements should not be the "deal breaker". Deschutes County Fair and Expo Center Events - Security and Vendor Fees Police Chief Lane Roberts commented that there have been some growing issues regarding the many events held at DCF&EC. The ability to schedule people to work security is getting more difficult. The City is proposing to meet quarterly with DCF&EC staff to conduct a review of all events during specific 90-day timeframes and to also conduct a projection for future events that will need security assistance. This will allow the City to better stay on top of the issue. Compensation of personnel is an issue. Mr. Despotopulos commented that DCF&EC will now be contracting directly with the Police Reserves regarding upcoming events that will need security. Mr. Despotopulos commented DCF&EC is installing new gates and fences and building a new entrance into the Fairgrounds. This will assist with the transportation difficulties during fair time. In other business, Mayor Unger commented that the Oregon Transportation Commission was in Redmond several weeks ago and talked about the challenges of the transportation system in fast-growing areas such as Redmond. Discussion occurred at that meeting regarding state highways which are placed in the middle of communities. Connectivity issues off and on state highways are of great concern.
