Council President Jay Patrick called the workshop to order at 7:00 a.m.
1800 Acres and Request for Qualifications
Commissioner Luke commented that the County is in the process of discussing how to fund the new jail
without taking a bond measure before the voters. One idea has been to sell some County-owned land
that is situated east of Redmond. It is anticipated that revenue from sales of this land could be
approximately $100,000 per acre. However, it is important that before any sales are considered that this
land be properly master planned.
City Manager Mike Patterson commented that the City of Redmond has discussed the master plan
process, knowing that this particular property represents the future of Redmond. Redmond staff is willing
to work with the County on this process, beginning with the Request for Qualifications (RFQ). Council
presented their Position Paper on Redmond's Eastside Master Plan (distributed).
Deschutes County Community Development Director Catherine Morrow commented that when
establishing the RFQ that the Request for Proposal (RFP) process be considered at the same time and
that they be crafted collaboratively. There needs to be public involvement in the process.
Todd Taylor, Hap Taylor & Sons, commented that the East County Consortium Group (Hap Taylor,
Brooks Resources and Eagle Crest) want to participate in the process. The RFQ process will allow the
City and County to work with whom they want to work with, and financial qualifications will appear at this
level of the process. Mr. Taylor suggested that all stakeholders be involved in the RFP process including
the County, City of Redmond, Airport, School District, BLM and ODOT. Mr. Taylor further opined that the
entire RFQ/RFP process should take no more than six months. It was noted that it would be a
disadvantage to the City to begin selling off pieces of this 1800 acre property as it will take away from the
master planning effort.
It was determined that the County review the Redmond Council's Position Paper regarding Redmond's
Eastside Master Plan, and the City will discuss the issue more with the intention of working up a formal
process.
Other Discussion
Discussion ensued regarding funding for the SW 19th Street extension. The County is suggesting that an
Urban Renewal District (URD) be created to fund the project. This URD would include the Fairgrounds.

Commissioner Luke commented that the Deschutes Market interchange has not been completed yet.
Funds are available; however, it is necessary to determine how 19th Street will be designed and
completed before finishing the interchange.
Deschutes County Fair and Expo Center Director Dan Despotopulos commented that the current South
Airport URD can only be extended for 25 acres (approximately 2.5 miles). The Fair Board will be meeting
on February 22 to identify all current fairground-related projects. It is anticipated it will be at least three
months before any decisions can be made.
County Administrator Mike Maier commented that the City does not need authorization from the County to
extend the South Airport URD boundaries. The County will, however, need preauthorization from the
Redmond City Council if the County determines they want to establish their own URD.
Councilor Mansfield commented that the City must know if a County-established URD is a reality before
making any decisions.
Mr. Maier commented that funds would be taken from the newly formed URD (the water park) and put
towards the extension of 19th Street. Commissioner Luke noted there would be other partners as well,
including Pronghorn Resort.
Mr. Maier commented that a proposal will be drafted and provided to Redmond for their review.
In other business, Commissioner Luke commented that during fair times, Redmond might consider
working with Dial-A-Ride to provide bussing services to the fair which would help eliminate fair traffic
problems.
There being no further business, the workshop was adjourned at 8:00 a.m.
