Mayor Unger called the workshop to order at 7:00 a.m.
1800 Acres and Master Planning Process Discussion
Community Development Director Jim Hendryx commented that the City of Redmond is looking to expand
the Urban Growth Boundary (UGB) on the west side of the City and is in the process of receiving public
comments regarding the expansion. It is anticipated the UGB amendment will be concluded by
September 2006. It is, therefore, necessary to decide what the future of the community will look like and
to identify the neighborhoods and general framework for the entire 5,700 acres of the Urban Reserve
Area. This will include identification of future nodes, densities, neighborhood centers, and
commercial/industrial properties beyond the 2,000 acres that will be addressed in the framework plan
scheduled for completion by January 2008.
Mr. Hendryx commented that the memo he distributed lays out the foundation of the Plan. The City needs
to complete the framework plan prior to proceeding with the Master Plan of the County property on the
east side of Redmond.
Mayor Unger noted that transportation and sewer are two critical factors that need to be dealt with on the
west side of town and that these elements will assist in figuring out these same factors for the east side of
town in the future.
Commissioner Luke noted that the County will not sell any of their property in this area until a Master Plan
is in place. He added that the City of Bend is more than one year away from completing their Urban
Reserve expansion and one and one-half years away from their UGB expansion. There are
approximately 2,600 available acres in Bend that can be developed now.
Commissioner Daly noted that there will be a joint planning effort between the City of Redmond and
Deschutes County on the 1,800 acre Master Plan. Mr. Hendryx noted that the whole community needs to
be involved in the Master Planning effort.
19:h Street Extension Discussion
Commissioner Daly commented that this 19th Street Extension is their number one priority for funding this
year and that the congressional delegation is aware of this.

Commissioner Luke noted they are meeting with the Deschutes County Fair Board this evening to
discuss the proposed water park. The meeting will begin at 5:00 p.m.
City Manager Mike Patterson commented the City would like to have 19th Street finished to at least
Juniper Golf Course by next year.
Mr. Maier commented that the Urban Renewal District for the water park is on hold right now, as the water
park is the key to the establishment of this District. The County is waiting for a decision from the City on
whether the South Airport Urban Renewal District will be expanded to include the water park area.
County Legal Counsel Mark Pilliod commented that there either needs to be an expansion of the South
Airport Urban Renewal District or the establishment of the new Urban Renewal District; it makes no sense
to overlap these Districts. The question was raised and affirmed that projects outside of an Urban
Renewal District can be partially funded by the Urban Renewal District if the project benefits the District.
It was noted that Pronghorn Resort is required to have a secondary access at 50% buildout. They may
assist with construction of 19th Street. Also, discussions will have to begin immediately with BLM. A
meeting will be held soon.
Community Center Concept
Mike Patterson commented that there has been some movement to get a Redmond Community Center,
involving the Redmond Senior Council, Boys and Girls Club, Central Oregon Park and Recreation District,
the Redmond School District, the High Desert Society of Arts, and, hopefully, Deschutes County. Funding
is unknown at this time. Councilor Nygren opined that involving the School District in this venture could
make school bond levies more palatable for the community.
Discussion ensued regarding a concept of combining future facilities for Deschutes County with a City of
Redmond Public Works facility on the east side of Redmond. More research is needed regarding this
issue.
Redmond Rod and Gun Club Lease
Commissioner Luke commented that in the past the lease with the Redmond Rod and Gun Club has
been updated on a year-by-year basis. At one time there were discussions regarding the possibility of
combining the Redmond and Bend gun clubs; however, Bend Rod and Gun Club moved to Crook
County. The Redmond Rod and Gun Club desires a longer lease which would allow them to acquire a
grant to build a fence around their facility. Deschutes County Properties and Facilities Manager Susan
Ross commented that she has been working with them and has negotiated a ten-year lease, with a one-
year opt out.
Airport Manager Carrie Novick noted that there have been some concerns raised about the location of
this Club from the Transportation Security Administration (TSA).
Mayor Unger expressed concern that the property is in City limits and is developable. As the City expands
further east, problems may be encountered with this lease. Master Planning the land may help to solve
any problems. It was noted that staff should begin assisting the Club with finding a new site.
Ms. Ross commented that her proposal is for a ten-year lease, the first five of those years secure, with a
one-year opt out during the next five years.
Redmond Rod and Gun Club representative Jerry Lowery stated that a ten-year lease with a one-year opt
out works best for the Club.
Ms. Novick commented that there does need to be language included in the lease regarding this option
that will satisfy the TSA and meet their requirements.

Commissioner Daly commented that in addition to this property being in the City of Redmond, the sheriffs
range is also within City limits. He concurred with the ten-year lease with the one-year opt out provision
and noted the need to begin looking for a new location for the Gun Club immediately.
Redmond Economic Development Director Bud Prince commented that any potential new business
looking for development possibilities in the east side of Redmond may not be as apt to locate there due to
the location of the Gun Club next door.
Director of Public Works Chris Doty commented that development on the east side of town is problematic
for property not already zoned for industrial.
In conclusion, it was determined that the ten-year lease with the Redmond Rod and Gun Club is
acceptable with the one-year opt out provision. Everyone expressed a commitment to find them a new
site.
In other business, it was noted that Police Chief Lane Roberts has been appointed to the Deschutes
County Home Rule Committee.
Regarding the RV Park at the Fairgrounds, Mr. Maier thanked everyone for moving quickly on this project
Commissioner Bev Clarno commented that a Jail Alternatives Committee has been formed to look at a
program for methamphetamine users, specifically targeting alternatives for them and their families when
they are released from jail. Mike Patterson has agreed to sit on this committee. The first meeting has
been scheduled for April 11 at 10:30 a.m.
There will be a ballot measure for the Sheriffs Office on the May election ballot.
La Pine is looking to see if they can incorporate.
Mr. Hendryx commented that an aggressive UGB schedule has been formulated. The City of Bend is
looking at holding their joint hearings in June or July of this year. Those hearings may conflict with the
hearings scheduled in July by the City of Redmond.
Two County Urban Area Planning Commissioners have recently resigned but have agreed to stay on until
new appointments have been made.
There being no further business, the workshop was adjourned at 8:03 a.m.
