MINUTES OF ADMINISTRATIVE WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 28, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were County Administrator Dave Kanner; Susan Ross and Anna
Johnson, Commissioners' Office; and, for part of the meeting, Joe Studer, County
Forester; Sue Brewster and Larry Blanton, Sheriffs Office; and Mike Viegas, Risk
Management. Also present was media representative Keith Chu of The Bulletin.
No other citizens were present.
The meeting began at 1: 30 p. m.
1. Communications Update.
Anna Johnson said that the Citizen Update newspaper insert will be published
the last Monday in September; input is needed as soon as possible.
2. Project and Property Management Update.
Susan Ross stated that the Law Library and the ABHA Senior Program are
moving into the old Deschutes Services Building. The Redmond Community
Development office is moving next week. She will be meeting soon with Court
Administrator Ernie Mazorol and Ruth Jenkin, Captain of the Jail, to discuss
how to utilize the space previously occupied by the Law Library.
3. Economic Development Grant Requests.
Commissioners Luke and Clarno granted $500 each towards the Bend Film
Festival.

4. Other Items.
A discussion took place regarding a request for a pay grade change from l0A to
12A for a Justice Court employee. The Board needs to approve a two-step
change. Mr. Kanner stated that he does not agree with making this change.
Commissioner Daly pointed out that the County needs to be flexible, as they
can be unable to hire or may lose valuable employees due to the County's pay
levels.
CLARNO: Move that this change be approved.
LUKE: Second.
VOTE: DALY: Yes.
CLARNO: Aye.
LUKE: Chair votes yes.
Commissioner Luke stressed that he asked some time ago for a reader board
downstairs to assist people in finding their meeting rooms. Susan Ross replied
that staff does not want to maintain an electric reader board, but a large marker
board has been ordered for those people hosting meetings to write their meeting
information.
Commissioner Luke asked for a better display of the Commissioners' photos
and information, perhaps to include past Assessors, Clerks, Treasurers and other
elected officials. Anna Johnson will work with him in this regard.
DALY: Move approval of Order No. 2006-133, Establishing an Area for
Demonstrations, Protests, Picketing & Displays of Signs at the
Fairgrounds regarding the Memorial Service for Lance Cpl. Randy
Newman.
CLARNO: Second.
VOTE: DALY: Yes.
CLARNO: Aye.
LUKE: Chair votes yes.
Being no further discussion, the meeting adjourned at 1:55 p.m.
