MINUTES OF ADMINISTRATIVE WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, SEPTEMBER 13, 2006
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Bev Clarno and Michael M. Daly.
Also present were County Administrator Dave Kanner; and, for part of the
meeting, Susan Ross, Judith Ure and Anna Johnson, Commissioners' Office. Also
present was media representative Laura Moss of The Bulletin. No other citizens
were present.
The meeting began at 1: 30 p. m.
1. Project and Property Management Update.
Susan Ross stated that she has learned a competitive process will be needed to
sell the Hammond property. It will be included in the January 11 real property
auction. In the meantime, it will be winterized.
The Oregon State Police "hot sheet" has been received, in which they are
seeking RFP's for a site for an OSP office in Bend. The deadline is September
28. The process itself will take several months.
The La Pine Industrial Group held a public information meeting regarding the
possible purchase of property for the Vulcan Power project. Only one person
voiced opposition. Legal Counsel has suggested that the County hold a right of
first refusal when the property is sold. This issue will be addressed at a future
date.

2. Economic Development Grant Requests.
• ARTS Discovery at Sisters Middle School (Caldera) - Commissioners
Clarno and Luke, $500 each
• Redmond Flags Program (Rotary Club) - cleaning of flags - Commissioners
Clarno and Luke, $700 each (Commissioner Daly is a member of the Rotary
Club of Redmond and did not vote)
• Redmond Youth Football - Commissioner Luke, $1,000; Commissioners
Daly and Clarno, $1,250 each
• High Desert ESD (Ed-Med Conference) - Commissioners Clarno and Luke,
$500 each
• Sisters Chamber Visitors Center - Commissioner Luke and Clarno, $500
each
3. Discussion of Policies to be Rescinded.
The group went over a list of policies that Mr. Kanner has reviewed with Legal
Council, and it was determined that these particular policies should be
rescinded, since they:
• May no longer be needed;
• Are already in State statute;
• Have to do with contracting procedures and aren't policies;
• Should be considered personnel rules;
• Should be rewritten;
• Are procedures and not policies; or
• Should be in County Code.
The Board agreed with the changes as submitted, so Mr. Kanner will proceed
with having them rescinded.
4. Other Items.
Judith Ure asked for approval of the submission of a grant application for
$5,000 for the mental health court. If received, this grant would be managed by
existing personnel in the Mental Health Department.

LUKE: Chair votes yes.
The Board was advised that the Summit High School principal may be
interested in having the Board hold a regular meeting at the school. An
appropriate date will be determined.
Commissioner Luke stressed that he misses having the regular department
updates, and wants to be sure the Board is kept updated regarding key changes
in the departments. He said that recently Community Development changed
septic permit requirements, and also changed the permitting process, and he was
not aware of these changes until someone asked him about them.
Mr. Kanner stated he will keep the Board informed, if the departments share the
information with him in a timely manner.
Mr. Kanner stated that Bill Linden will be visiting in a few weeks, but as far as
he knows this meeting will be between just the two of them. However, he will
ask department heads to start compiling their lists of legislative priorities to
present to Mr. Linden.
Being no further discussion, the meeting adjourned at 2:45 p.m.
