Luke, Michael M Daly and Bev Clarno. Also present were Dave Kanner, County Administrator; Laurie Craghead, Legal Counsel; Catherine Morrow and Peter Gutowsky, Community Development Department; and, from the City of Redmond, Jim Hendrix, Redmond Community Development Department, Wayne Sorenson, Senior Planner, City ofRedmond,- Chris Doty, Redmond Public Works Director. No representatives of the media or other citizens were present. The purpose of the meeting was a work session to discuss an upcomingpublic hearing regarding a City ofRedmondproposed urban growth boundary amendment. Chair Luke opened the meeting at 10: 00 a.m.. Jim Hendrix referred to notebooks that were distributed to the Commissioners that include most of the available information regarding the amendment. Mr. Sorenson handed out additional pages, some to replace existing pages. Commissioner Luke asked how people who don't want to be included in the expansion would be handled. Mr. Hendrix said a letter was received from DLCD and it has been recommended that the amendments be separated to allow more public input and notice to DLCD. The minor amendment is not well described; it would add 168 acres toward the west. He said this was a request from the property owners, and if there were detailed findings to include this property, it could move forward. Minutes of Joint Meeting of Board of Commissioners and City of Redmond Representatives Thursday, July 6, 2006 Page I of 4 Pages Commissioner Daly stated he was contacted by Rich Horton, who wanted a meeting with the Board of Commissioners; he was advised to discuss the issue with Catherine Morrow. Mr. Hendrix said that the Halls,, who live off Helmholtz, requested that they be left out as they want to continue farming activities. Catherine Morrow replied that it could be a long time before they are brought in to the City, since it is a 20 -year plan. There will be a new zone, called the urban holding zone, which allows farm use. However,, they will have to reapply to the Assessor to continue on farm deferral. Mr. Hendrix said that when they had a public meeting they started up with about 100 citizens; about 3 0 were left at the time testimony was taken, and ten people spoke. Most had already gotten their answers. A lot more testimony from those located in the western area is expected. Written testimony was minimal, and is included in the binder. Ms. Morrow stated that a DLCD letter is included, which outlines what would be acceptable to them, based on the information received so far on the western properties. Mr. Hendrix added that DLCD is supportive of the main recommendations and minor amendments. At this time Mr. Hendrix gave a power point presentation to the group. He stated that there are two parallel tracks and a lot of the issues are the same; some are the responsibility of the City or County separately. Findings need to be adopted regarding transportation, the comprehensive plan and zoning. He gave an overview of the map showing the present comprehensive plan and another map with the plan amendment, with a description of those property owners who want to be included or excluded. Chris Doty said that he is working on a concept regarding roads and interchanges. Helmholtz will become an important link. Mr. Sorensen stated that Mr. Doty updated the TSSP, the wastewater plan, the parks plan and others. Those facilities plans will be completed by next summer. Minutes of Joint Meeting of Board of Commissioners and City of Redmond Representatives Thursday, July 6, 2006 Page 2 of 4 Pages At this point the group discussed potential future roadways, how much land was determined to be necessary for future growth, including public open space, and which properties may or may not be included. Ms. Morrow explained that there would be a joint management agreement between the City and County; however, the County feels that for an action like this each should make its own decision. If agreement can't be reached, it would have to be worked out. After hearing public testimony, staff should be directed so that findings can be adjusted. Also discussed was how or if a future expansion can be done. Mr. Hendrix said findings would have to be developed to show a change in circumstances. The size of the parcels has a lot to do with whether the urban growth boundary can be amended in the future. Redmond wants to have a big enough parcel of land to be able to master plan. This has to be monitored every three to seven years anyway. Much depends on what kind of land is needed — residential, commercial or industrial — and other aspects such as roadways. It could also be limited because of infrastructure requirements. Mr. Hendrix stated that there are concerns about affordable housing. The language indicates the City would be building areas for manufactured homes, but in fact would just allow the area. Under the transportation system map, grid streets are recognized in the urban growth boundary, with major collectors and connections to County roads indicated. Both Planning Departments recommend approval. The framework plan is the big picture of generalized land use that gives direction to the development of a master plan and zoning; it deals with general land use, neighborhood centers, gateways view corridors, roadways, and so on. The difference is the master plan gets down to the neighborhood development level. Mr. Sorensen said that the framework plan would be adopted by resolution; this will include the County's 1,500 acres located on the east side. This keeps things more conceptual. The urban holding zone 10 would replace EFU and MUA- 10 zoning districts in the urban growth boundary. The purpose is to have land available for future urban expansion. The minimum parcel size is ten acres; agricultural and single family dwellings are allowed. Rights of way would be protected. There would be a combination of new uses and restricted uses. It will require hooking into city services and annexation into the City. Commissioner Luke asked if the City is taking over any roads that are annexed. Ms. Morrow said that in 1998 the City agreed to these transfers. The language of the agreement needs to be examined to make sure it applies in this case. Commissioner Luke added that this is an additional cost and responsibility, and previously the County gave the City five years to build up reserves to handle these additional roads. Mr. Hendrix said that a joint public hearing of the County and City Council is scheduled for the evening of July 11, and the City would like a decision as soon as possible thereafter, no later than July 26.
