Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Michael M. Daly and Bev Clarno.
Also present were Dave Kanner, County Administrator; Sue Brewster, Sheriff's
Office; Charity Hobold, Parole & Probation Department; Mark Pilliod, Legal
Counsel; Terri Maerki, Finance Department; media representative Keith Chu of
The Bulletin; and four other citizens.
Chair Luke opened the meeting at 10: 00 a. m.

464, an Antenna Site Lease Agreement with the USGS (U. S. Geological
Survey), Cascades Volcano Observatory.
Sue Brewster explained that this will help the USGS monitor activity regarding
the South Sisters bulge.

School Behavior Intervention Center, Redmond.
Commissioner Luke stated that this service is being expanded to add another
school.

Terri Maerki said that several departments have asked for some new fees to be
added until next year's fee schedule is adopted.
Chair Luke opened the public hearing. Being no testimony offered, he closed
the hearing.

17. ADDITIONS TO THE AGENDA
Jamie Kanski, Executive Director of the Humane Society of Redmond,
explained that the compliance rate for licensing dogs is low in this area, and
they are going to address the issue at the shelter when dogs are spayed or
neutered, since a rabies vaccination is required.
Commissioner Clarno asked if when dogs are impounded, whether licensing is
required at the time the dog is picked up. Ms. Kanski said that the Humane
Society is not authorized to enforce licensing, so they just educate the public at
that point. A veterinarian must give the rabies vaccination and one is not
typically on site. Also, sometimes the people reclaiming their dogs are unable
to pay the impound fee and end up signing promissory notes that often end up
being written off as a bad debt.
Commissioner Luke said the primary reason for licensing is to make sure
animals are vaccinated against rabies.
Being no further items to come before the Board, Chair Luke adjourned the
meeting at 10:30 a. m.
