DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, OCTOBER 11, 2006
SUMMIT HIGH SCHOOL AUDITORIUM

Present were Commissioners Dennis R. Luke, Michael M. Daly and Bev Clarno.
Also present were Dave Kanner, County Administrator; Scott Johnson, Mental
Health Department; Dan Peddycord, Health Department; Dan Despotopulos, Fair
& Expo Center; Timm Schimke, Solid Waste Department; Tom Anderson,
Community Development; District Attorney Mike Dugan; Tom Blust, Road
Department; Mark Pilliod, Legal Counsel; Eric Beckwith, Juvenile Community
Justice; media representatives from Fox TV and News Channel 21; and
approximately sixty students and other citizens.
Chair Dennis Luke opened the meeting at 10:05 a.m., at which time the
Commissioners and department representatives introduced themselves and
explained a little of the services their departments provide.
The Commissioners then responded to questions and comments from the audience,
including:
• The voter registration process and the importance of voting
• SDC's and the effect those charges have on the cost of housing and the ability
of people to purchase homes
• How a real estate transfer tax might work
• The skills and qualifications needed for someone to run for office
• How important it is to keep informed on what is happening in the community,
who community leaders are and what they do
• How the County interacts with local cities and the State on a variety of issues
After about an hour of discussion, the Board convened its regular Board meeting.

2. Before the Board of Signature of Document No. 2006-512, an
Intergovernmental Agreement for the Provision of Nurse
Practitioner/Family Access Network (FAN) Wellness Services for the
Bend-La Pine School District.
Dan Peddycord provided a brief overview of this item.

Mr. Peddycord said that the hours for these services have actually been reduced.
