BACKGROUND On November 30, 2005 the Board of County Commissioners (Board) resolved, by Resolution No. 2005- 143, to improve a portion of Harper Road (hereinafter referred to as "the improvements") to Deschutes County local road standards in conformance with the scope of work set forth in the Engineer's Feasibility Report dated October 31, 2005 and accepted by the Board pursuant to Order No. 2005-130, incorporated herein by this reference. Harper Road was established in 1910 as the Albert Harper Road in CC-4CJ375. Attached (Exhibit "I") is a map of the LID showing the improved road and boundaries. ACTUAL COSTS The Engineer's Feasibility Report defined the actual costs of the improvement to include only the cost of paving. The property owners were only required to pay for the paving because this portion of Harper Road is a County maintained road and the County is responsible for the maintenance and improvements to the existing road. The Road Department had no plans to pave Harper Road and the property owners wanted the road paved so it was agreed upon by the County and the property owners that they would go through the LID process and if it passed, the owners would only be responsible for the cost of paving. Payment of the construction cost was made from the Local Improvement District Project Fund (County Fund No. 430). This fund and the loan will be reimbursed through assessment payments. ASSESSMENT APPORTIONMENT The method of apportioning the cost of the improvments amongst the benefited properties shall be as set forth in Order No. 2005-130. Specifically, the cost of paving will be apportioned by dividing the cost by the number of lots specifically benefiting from the improvements. FINAL ASSESSMENT Based on the foregoing report, the Engineer recommends that the cost of paving the Harper Road LID ($58,481.36) be assessed against the 18 benefited lots within the Harper Road LID at a rate of $3,248.96 per assessed lot as show in Exhibit "2" Quality Services Performed with Pride 4 M N O C) -9 10 1C) O U) LO L0 (0 O O O O lY 0 0 LU 0 O 00 0 N LD ~ 0 0 N O N 0 U1 0 U) 000 > 0 > 1612100000200 N ~ N W CRAWFORD 0 tD N O O~ 0 C) 00 u1 0) (D O Q N = M Harper Road LID Exhibit `T' Page 1 of 1 O O OZ 000 1612090000600 1612100000301 N FULLHART FULLHART O 1612090000900 1612090001100 161210 MORTON DOWNS GAINS SCHROEDER A;317 ~ w~ ? 1612100000500 0 500 1,000 2,000 3,000 4,000 Feet Legend Harper Road ® October 26, 2005 River Taxlots LID Boundary ou epartment The information on this map was derived from digital databases on D h t C ' esc u es ounty s G.I.S.
