DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, DECEMBER 27, 2006
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke and Michael M. Daly; Commissioner
Bev Clarno was out of the office. Also present were Scott Johnson, Mental Health
Department; Paul Blikstad and Ruth Wall, Community Development Department;
George Kolb and Tom Blust, Road Department; Laurie Craghead, Legal Counsel;
Keith Chu of The Bulletin; and four other citizens.
Chair Luke opened the meeting at 10: 00 a.m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Consideration of Chair Signature of Document No.
2006-603, the Accountable Behavioral Health Alliance Contract with the
Oregon Division of Medical Assistance for Mental Health Services for
Oregon Health Plan Members.
Scott Johnson gave a brief overview of the agreement, which has been approved
by the other participating agencies. The rate has been lowered by 5% by the
State, but this reduction was anticipated.

557, a Contract with the State for Breast and Cervical Cancer and Komen
Program Screenings.

4. Before the Board was Consideration of Signature of Order No. 2006-176,
Accepting Road Improvements and Engineer's Report and Setting a
Hearing Date of January 24, 2007 on the Final Assessment for
Improvements in the Harper Road Local Improvement District.
George Kolb explained the road has been paved and this Order accepts the
improvements and sets a hearing date for the final assessment.

5. Before the Board was Consideration of Signature of Order No. 2006-177,
Accepting Road Improvements and Engineer's Report and Setting a
Hearing Date of January 24, 2007 on the Final Assessment for
Improvements in the Harrington Loop Local Improvement District.

6. Before the Board was Consideration of Signature of Order No. 2006-178,
Abandoning Apache Road Local Improvement District.
George Kolb stated that only 30% of the property owners were in favor of the
establishment of the improvement district.

7. Before the Board was Consideration of Signature of Order No. 2006-179,
Abandoning Tuscarora Lane Local Improvement District.
George Kolb said that only 36% of the property owners supported the
establishment of the improvement district, and 60% is needed.

8. Before the Board was Consideration of Signature of Order No. 2006-160,
Accepting Petition and Setting a Date for a Public Hearing on the Miller
Tree Farm Annexation into Deschutes County Rural Fire Protection
District No. 2.
Laurie Craghead stated that this Order would set the date for the public hearing
for January 24, 2007. The Fire District has signed the petition, which involves
a single applicant.

9. Before the Board was Consideration of Signature of Acceptance of a Deed
of Dedication for a Public Road (Sabrina Court; File No. MP-05-19).
Ruth Wall explained that this dedication would be part of a partition; a portion
of the road was located outside of the property. George Kolb stated that the
Road Department approves of this dedication.

10. Before the Board was Consideration of a Decision on a Plan Amendment

Paul Blikstad said that this decision has been in the works for some time.
Laurie Craghead indicated that this is the decision the Board had requested be
drafted several months ago.
