Luke, Bev Clarno and Mike Daly. Also present were Dave Kanner, County Administrator; Teresa Rozic, Anna Johnson and David Givans, Commissioners' Office; Stephanie Alvstad and Bruce Rhine of JBar JRanch; and Shannon Hindenberger of United Way. No representatives of the media or other citizens were present. The meeting began at 1: 30 p.m. 1. United Way Presentation. Shannon Hindenberger conducted the United Way presentation at this time. 2. Presentation of J Bar J Programs and Services. Bruce Rhine, a new Board member, and Stephanie Alvstad gave an overview of the programs they are conducting and of others they hope to implement, including a big push at the State level to address runaway and homeless youth. Much focus will be given to southern Deschutes County, and the use of the old Redeemer Lodge in La Pine will provide 25 jobs. The Silvis Campus also provides about 25 jobs. These are new jobs with good benefits. Their largest fundraiser is the High Desert Classic, which provides much of the funding for the girls' school. They also pointed out that the State has reduced funding by nearly 20%. 3. Economic Development Grant Requests. None were offered. Dave Kanner gave an overview of the request, which involves the need for public transit. The Board indicated that a generic letter of support would be appropriate, and should come from the County Administrator. 5. Update of Commissioners' Schedules and Meeting Details. Discussed was the Federal Summit, to be held in Deschutes County. Commissioner Luke updated the others regarding a November COACT meeting that will address gaps in public transportation, bus funding, and the Cooley Road/Highway 97 issue. 6. Other Items. The agenda request form was discussed; minor changes will be made. Teresa Rozic presented an offer on two lots in the Newberry Business Park; the potential purchaser, John Zigler, is asking the County to carry 80% of the loan. The Board asked that LIGI members attend the next Monday meeting for a general update. The Bethlehem Inn director has asked for more time in the facility due to winter weather. If the Sheriff's levies pass, a plan will need to be developed as to how to proceed with the use of the building. The Board then went into executive session under ORS 192.660(2)(d), union labor negotiations. No action was taken. October 23, 2006 J Bar J Youth Services 62895 Hamby Road Bend OR 97701 • J Bar J Youth Services provides $1 million of services locally to Deschutes County youth through Cascade Youth & Family Center and Big Brothers Big Sisters. • J Bar J's fundraiser, the Oregon High Desert Classic generates a $3 million economic impact to the community every summer. In addition, the show has generated $250,000 the last two years which goes to support local youth. The exhibitors are from the region, so we bring regional money into the state to serve local youth. • J Bar J Boy's Ranch scored the top 3rd in the state on the Correctional Program Assessment Inventory the state is utilizing to determine if programs meet evidenced based standards, and scored in the top 20th percentile in the nation. • The J Bar J boys in treatment earn money throughout the year from the private sector helping with grounds and irrigation that they pay in restitution back to victims throughout the state. • The Academy at Sisters provides treatment to hundreds of girls from around the country. The Academy's two campuses have created 50 living wage jobs in Deschutes County, and added over $2 million in revenue to J Bar J, and one campus is in South County. Again, monies from around the country generated from these programs help assist local youth. The Academy at Sisters averages $100,000 a year in revenue to support J Bar J. • J Bar J Youth Services promotes prevention activities such as sports for youth, allowing Little League, High Schools, and Soccer teams to utilize our fields. Our neighbors have expressed their appreciation of our fields --open space that otherwise would not exist. Homeless & Runaway Youth - Trends • Homeless youth are the fastest growing segment of the national homeless population (National Coalition for the Homeless, 2001). Deschutes County is 30% above national average for homeless children. • From studies around the country, 17% - 53% of homeless youth reported being sexually abused, while 40% - 60% reported being physically abused. • 442 runaway reports were filed at Deschutes Juvenile Dept in 2005 (under representation of true numbers). • 407 homeless students were identified during the 2005-06 school year, compared to only 236 total homeless students identified during the 2004-05 school year in the Bend/La Pine School District. • Homeless youth in Oregon struggle to attend school (only 45% attend school regularly). • 23% of our identified homeless students are in grades 9-12 and of those, 56% are unaccompanied youth. • 99% of homeless youth living in transitional shelters in Deschutes County report having a history of drug and alcohol abuse. • In Oregon, the cost for serving one non-system homeless & runaway youth ranges from $1,100-$1,800 per year, while the cost of incarceration one juvenile ranges from $48,500 - $64,000 per year ("From Out of the Shadows" Legislative Report, 2005). • Prevention and early intervention services for adolescents have been eliminated. Cascade Youth & Family Center turned away 264 troubled youth referrals in 2005 due to staff reductions resulting from loss of funding. BIG BROTHERS BIG SISTERS of Central Oregon Big Brothers Big Sisters of America celebrates its 100th anniversary: • Founded in 1904 - BBBS is the oldest and largest youth mentoring organization in the United States. In 2002, the organization served more than 200,000 youth, ages 6 through 18, in 5,000 communities across the country in one-to-one relationships. Big Brothers Big Sisters of Central Oregon Big Brothers Big Sisters of Central Oregon: - Nationally affiliated mentoring program, one to one mentoring for at risk youth ages 6-15, currently we have 227 matches, with a total served for the year of 337. In the last two years Big Brothers Big Sisters of Central Oregon has added a Prineville BBBS and a Madras BBBS, and a Remond BBBS was added in 2001. Forbes - Picks BBBS Among Top 10 Nonprofits: • Forbes magazine surveyed 200 nonprofits in their December 8, 2003 issue, and rated them on how efficiently they collect and distribute dollars. The magazine looked at three categories - charitable commitment, fundraising efficiency, and donor dependency - in order to create its "gold star" list. Blueprints for Violence Prevention: Blueprint Model Programs - BBBSA • BBBSA distinguishes itself from other mentoring programs via rigorous published standards and required procedures. Cost-benefit analysis was researched and found BBBSA to be one of the best cost-to-benefit ratio for violence prevention and reduction programs. The national average cost of making and supporting a match relationship is $1,000 per year/match. (Mcgill, D.E., Mihalic, S.F., Grotpeter, J.K. (1998).
