MINUTES OF ADMINISTRATIVE WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, NOVEMBER 6, 2006
Present were Commissioners Dennis R. Luke and Mike Daly; Commissioner Bev
Clarno was out of the office. Also present were Dave Kanner, County
Administrator; Anna Johnson, Commissioners' Office; Sue Brewster and Neil
Mackey, Sheriff's Office; Tom Anderson, Community Development; Mark Pilliod
and Laurie Craghead, Legal Counsel; and Keith Chu, The Bulletin. Also present
were five member of the Humane Society of Central Oregon Board of Directors.
No other representatives of the media or other citizens were present.
The meeting began at 1: 30 p. m.
1. Discussion of County Policies.
Dave Kanner explained that the risk to the County regarding out of state travel
in County vehicles is very small, if reasonable protection is written in the
policy. Employees should be able to drive a vehicle into adjacent states.
First choice would be a County vehicle, followed by a rental vehicle. The last
choice would be use of a personal vehicle. Insurance information on the driver
needs to be on file.
The Board approved Policy No. IT-1, and rescinded previous policies now
covered by the new policy.
2. Discussion of Humane Society of Central Oregon Capital Request.
Dave Kanner explained that the agency cremates an average of 500-600 animals
per month, and that the crematorium needs upgrading to handle the volume.
The HSCO Board has asked for funding in the amount of $10,000 for this
purpose.

LUKE: Move approval of the actual cost, up to $10,000, for this expense.
Three informal quotes are to be provided to the County Administrator.

3. Overview of Events and Outdoor Mass Gathering Ordinance.
Laurie Craghead explained how the Ordinance involves the two issues, and
needs to be in one place in Code. Commissioner Daly expressed concern about
the clause regarding alcoholic beverages, since for instance those attending the
FCMA event may want to imbibe. Commissioner Luke indicated he wants the
clause to stay; Commissioner Daly wants it removed. There was a lengthy
discussion regarding this issue.
It was decided the Ordinance might have to be revised in the future, depending
upon the groups involved. The Commissioners also wanted forms developed
that would be signed off by the Road Department and other departments as
needed. Permits will be handled by the County Administrator.
The second reading of the Ordinance is scheduled for November 20.
4. Other Items.
At this time the Board went into executive session under ORS 192.660(2) (h),
litigation. No action was taken.
The County's lobbyist, Bill Linden, will be updating the Board on legislative
matters via conference call at 11:15 a.m. each Wednesday after the first of the
year.
Being no further discussion, the meeting adjourned at 2: 50 p.m.

RE: Funding Request
BACKGROUND
Approximately twelve years ago the Deschutes County Solid Waste Department built a building and purchased
an incinerator for the sole purpose of the disposal of dead animals on property occupied by the Humane Society
of Central Oregon. The County supported this purchase because it would no longer have to dispose of dead
animal carcasses in the landfill. The deal required the HSCO to operate the crematorium independently and to
dispose of dead animals regardless of whether they were brought in by the County or private parties. The only
expense Deschutes County bears is for the disposal of DOA and euthanized stray dogs brought to HSCO. That
total cost in 2005 was $3,400 for the year. The HSCO provides all the labor and routine maintenance.
DISCUSSION
The crematorium has operated successfully for the last twelve years. The partnership between the County and
the HSCO has proved to be mutually beneficial. However, even though during this time frame the HSCO has
provided routine maintenance/repairs to the crematorium, the crematorium is now in need of a major refitting
which will require that the interior lining be hammered out and a new lining installed. This new lining will
allow the incinerator to burn more effectively as well as last for another decade.
REQUEST
The HSCO Board of Directors respectfully requests that the Board of Commissioners provide $10,000 that will
be used in the refitting of the crematorium. Operating this crematorium has proven to be beneficial to the entire
community and the Deschutes County Solid Waste Department. With this refitting, it will continue to be a
valuable asset.
CONCLUSION
It is our understanding that this matter will be presented to the Board of Commissioners in the afternoon on
Monday, November 6, 2006. HSCO staff and Board members will be in attendance to answer any questions.

Hello Troy,
Thanks for the inquiry. This proposal is for completely rebuilding the floor/hearth and Path Dam of your Therm-
Tec model G-12-P crematory. The new floor would be partially flat as a result of the firebrick that would be used
in the relining. I would anticipate a 4 day schedule and 2 men to complete the job, however your downtime would
be 2 additional days - to allow for cool down prior to work, and cure-out after completion. Pricing below also
includes miscellaneous "patching" of other areas on the lining, as previously discussed.
Labor, total includes on job labor and travel $5930.00.
Travel expense, Meals, Lodging $850.00.
Materials, brick, refractory, insulation, plastic $3010.00.
Total for project ...$9790.00.
