MINUTES OF ADMINISTRATIVE WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, NOVEMBER 20, 2006
Present were Commissioners Dennis R. Luke, Mike Daly and Bev Clarno. Also
present were Dave Kanner, County Administrator; Commissioner-elect Tammy
Baney; Susan Ross, Commissioners' Office; and, for part of the meeting, Mark
Amberg, Legal Counsel; Jan LaChapelle, Deschutes Children's Foundation; and
media representative Keith Chu of The Bulletin. No other citizens were present.
The meeting began at 3:25 p.m.
1. Budget Committee Interviews.
Interviews took place until approximately 3:25 p.m.
2. Lottery Grant Requests.
• Deschutes Children's Foundation - Better Together Capital Campaign -
after a brief discussion, the Commissioners granted $5,000 and asked for
Ms. LaChapelle to provide an update later on the fundraising efforts.
. Sisters-Camp Sherman RFPD - Greater Sisters Structure Threat Assessment
- Commissioner Luke granted $3,000.
• Bend-La Pine School District - Summit High School Auditorium Sound
Equipment - Commissioner Luke granted $500.
• Soroptomist International of Bend- Head Start Pajamas Project-
Commissioner Luke granted $900 and Commissioner Clarno granted $300.
• Heart of Oregon Corps. -Commissioner Clarno granted $1,000 and
Commissioner Daly granted $2,000.

3. Continued Discussion of Personnel Rules and Policies.
Dave Kanner said that some rules do not agree with those in the Sheriff's Office
labor agreement, so a few changes need o be made.
Commissioner Daly asked about fragrances used in the workplace. Mr. Kanner
said that the policies are silent in that regard, but perhaps an annual reminder
for people to voluntarily refrain from using, or use restraint when applying
fragrances would be appropriate.
4. Consideration of Signature of a Letter of Support for a Grant for Ochoco
Health Systems.
DALY: Move approval.
CLARNO: Second.
VOTE: DALY: Yes.
CLARNO: Aye.
LUKE: Chair votes yes.
5. Discussion of an ABHA Audit Request for Information.
A second request for this information has been received. Commissioner Luke
signed as needed.
5. Update of Commissioners' Schedules; Meeting Details.
Commissioner Clarno reminded the other Commissioners of her involvement in
the Alternatives to Incarceration Committee. A report will be given at the next
LPSCC meeting on December 4. She asked that the others please attend.
6. Other Items.
CLARNO: Move approval of the appointment of Bruce Barrett to the Budget
Committee.
DALY: Second.
VOTE: DALY: Yes.
CLARNO: Aye.
LUKE: Chair votes yes.

Dear Dr. Duke,
The Deschutes County Board of Commissioners enthusiastically supports
the Ochoco Health Systems' application for New Access Point Satellite
Grant, under the Health Resources and Services Administration, Community
Health Center support program.
Ochoco Health Systems is a Community Health Center with a mission to
improve the lives and health of low-income, uninsured, and underinsured
individuals and families in the Central Oregon region. The OHS has forged
strong partnerships with county, state, and region-wide organizations such as
the Oregon Primary Care Association, the Oregon Community Health
Information Network, and the Northwest Regional Primary Care
Association.
Ochoco Health Systems proposes to establish a new access point in La Pine,
Oregon; an area where 38% of the population has income levels 200%
below that of the Federal Poverty Level. The region is designated a
Medically Underserved Population and a Health Professional Shortage Area,
with approximately 25% of the population being uninsured. The La Pine
area also maintains a high (11.1 unemployment rate, despite drops in
unemployment in the rest of Oregon. In addition, La Pine has higher than
state averages of low birth weight infants, infant mortality rates, suicide
rates, substance abuse rates and lung cancer mortality rates.
Enhancing the Lives of Citizens by Delivering Quality Services in a Cost-Effective Manner
We are increasingly concerned about access to primary care for our citizens.
As you may be aware, many of our local physicians are now closing their
practice to Medicare and Medicaid patients. We believe that nearly 30% of
our citizens are disenfranchised from the private-market health care system.
The FQHC can't come quickly enough!
